What is a financial wellness associate?

A Financial Wellness Associate is a professional who helps individuals or employees improve their financial health by providing guidance on budgeting, saving, debt management, and general financial literacy. They often work for financial institutions, benefits providers, or large employers, and may deliver one-on-one consultations, workshops, or educational resources. Their goal is to empower people to make informed financial decisions and reduce financial stress, ultimately enhancing overall well-being and productivity.

How does a financial wellness associate typically collaborate with other departments to support clients' financial goals?

As a Financial Wellness Associate, collaboration with departments such as lending, investment services, and customer service is common. You’ll often work closely with these teams to provide holistic advice, ensuring clients receive comprehensive solutions tailored to their needs. To thrive as a Financial Wellness Associate, you need a solid understanding of personal finance, financial planning, and customer service, often supported by a degree in finance, business, or a related field. Familiarity with financial planning software, CRM systems, and possibly certifications like AFC (Accredited Financial Counselor) are commonly required. These abilities are crucial for effectively supporting clients in achieving their financial goals and building trust-based client relationships.

Job description

About Public Promise Insurance Agency

Public Promise Insurance Agency (PPI) is the insurance and employee benefits affiliate of the National Association of Counties (NACo)—the only national organization representing America’s 3,069 county governments.  Built on NACo’s trusted reputation and extensive network of county leaders, PPI delivers innovative, member-focused insurance and workforce solutions designed specifically for county governments. Our portfolio helps counties strengthen employee recruitment, retention, financial wellness, and healthcare affordability while improving the overall value delivered to public servants.  Joining PPI means becoming part of an entrepreneurial, mission-driven organization backed by one of the most respected brands in local government. Every conversation begins with the credibility of NACo and the opportunity to create lasting value for county governments nationwide.

About the Position:

The Regional Program Director serves as the senior field representative for Public Promise Insurance Agency within an assigned multi-state territory. This highly visible role is responsible for developing trusted relationships with county government leaders, identifying strategic opportunities, and expanding participation in PPI’s portfolio of workforce solutions.  This is not a traditional sales position. It is a consultative role focused on helping counties address some of their most pressing workforce challenges, including healthcare affordability, employee financial wellness, talent recruitment and retention, and organizational resilience. Leveraging NACo’s unparalleled reputation and relationships, the Regional Program Director will engage County Executives, County Administrators, Commissioners, Human Resources Directors, Finance Officers, Risk Managers, and state association leaders to understand their priorities and deliver meaningful solutions that improve outcomes for county governments and their employees. The successful candidate is a trusted advisor, strategic thinker, exceptional communicator, and relationship builder who thrives in a highly collaborative, mission-driven environment.

Key Responsibilities:

  • Serve as the principal relationship executive for counties throughout the assigned region
  • Build and sustain trusted relationships with county executives, administrators, elected officials, finance officers, HR leaders, and other key decision-makers
  • Develop a deep understanding of each county’s workforce priorities and organizational objectives
  • Position PPI as a long-term strategic partner rather than simply a provider of products and services
  • Maintain ongoing engagement with existing members while cultivating new county partnerships throughout the territory
  • Develop and execute a comprehensive regional growth strategy aligned with organizational objectives
  • Expand participation in PPI’s portfolio of workforce solutions, including:
  • Pharmacy Benefit Management
  • Voluntary & Supplemental Benefits
  • Student Loan Repayment Programs
  • Identify and cultivate qualified opportunities through proactive outreach, referrals, conferences, strategic introductions, and relationship development
  • Partner with internal/external subject matter experts throughout the consultative sales process
  • Represent both NACo and PPI with professionalism, integrity, and executive presence
  • Develop annual territory business plans with measurable goals and performance metrics.
  • Maintain an active pipeline of strategic opportunities using CRM tools and disciplined sales processes
  • Provide leadership with timely market intelligence regarding county priorities, competitive trends, legislative developments, and emerging member needs
  • Represent PPI at regional, state association, and NACo national conferences
  • Participate in educational sessions, networking events, board meetings, and industry forums
  • Strengthen PPI’s visibility as a trusted resource within the county government community
  • Ensure exceptional member experiences from initial engagement through implementation and ongoing relationship management
  • Collaborate closely with Marketing, Operations, Account Management, Strategic Partners, and Executive Leadership
  • Share market insights that influence future product development and organizational strategy
  • Foster a culture of collaboration, innovation, accountability, and exceptional member service

Qualifications:

  • Bachelor’s degree from an accredited college or university
  • Minimum of five years of progressively responsible experience in strategic business development, relationship management, consulting, public affairs, or executive account management
  • Demonstrated success building executive-level relationships and influencing organizational decision-makers
  • Experience working with county government, local government, state associations, or organizations serving the public sector
  • Exceptional communication, presentation, negotiation, and consultative relationship-building skills
  • Highly self-motivated with the ability to independently manage a multi-state territory
  • Experience utilizing CRM platforms and Microsoft Office applications
  • Ability to travel approximately 50–75%, including overnight travel
  • Residence near a major commercial airport

Preferred Attributes:

  • Direct experience working within county government or a county association
  • Knowledge of employee benefits, insurance, healthcare, pharmacy benefit management, financial wellness, or public-sector workforce programs
  • Established relationships with county government leaders, NACo affiliates, or state county associations
  • Experience presenting to boards, executive leadership teams or elected officials

Measures of Success

The Regional Program Director will be evaluated on the ability to:

  • Develop trusted executive relationships throughout the assigned territory
  • Expand participation in PPI’s workforce solutions
  • Generate and maintain a healthy pipeline of qualified strategic opportunities
  • Achieve annual revenue and membership growth objectives
  • Maintain high member satisfaction and long-term client retention
  • Represent NACo and PPI as respected thought leaders within the county government community
  • Deliver actionable market intelligence that supports future organizational growth

Location and Travel:
This position requires extensive travel throughout the assigned territory by automobile and commercial airline, including overnight travel and attendance at multi-day conferences and meetings. Candidates should reside within reasonable proximity to a major commercial airport and possess a valid driver’s license.

Salary Range: $100,000 - $125,000 (base salary + performance-based bonus), commensurate with experience and resource availability
