Job description

Duties * Determine the need for, develop, and recommend resource positions (dollars/manpower) for AMC activities and defends AMC's positions to higher headquarters. * Plan evolution of consumer budgetary structure to accommodate budget formulation, presentation and execution. * Provide advice and guidance to the CG, USASAC and the staff concerning policies, plans, and principles of management implications inherent in recommendations related thereto. * Control the operation of the Army Program Budget and Accounting System (PBAS), which requests and distributes Foreign Military Sales Trust fund obligation authority issued to the Army by DASA-DEC. * Manage AMC activities to include management, program, financial, accounting and budget type personnel. * Analyze operational reports and data to detect need for, and to initiate action to correct deficiencies in policies, procedures, workflows, and methods of operation. Requirements Conditions of employment * This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. * This is a Financial Management Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. * This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time. * Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights. * This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. * The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level. * This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
