Overview

VTG is seeking a Financial Analyst to support the Navy's Spectrum Relocation Fund (SRF) Office in Washington, DC. The Financial Analyst will serve as a key member of the Spectrum Relocation Fund (SRF) Program Management Office, providing comprehensive financial management, budget execution, and program oversight support throughout the entire project lifecycle. The analyst will play a critical role in project initiation, funds execution, project monitoring, and closeout activities to ensure the efficient and accountable management of SRF resources.

Working closely with Government leadership, Program Managers, acquisition professionals, and financial stakeholders, the Financial Analyst will support the planning and execution of project funding strategies, monitor obligations and expenditures, and provide detailed analyses to support decision-making. The analyst will be responsible for ensuring funding is properly aligned to project requirements while maintaining visibility into financial performance throughout project execution.


What will you do?
  • Work closely with Government leadership, Program Managers, acquisition professionals, and financial stakeholders, the Financial Analyst will support the planning and execution of project funding strategies, monitor obligations and expenditures, and provide detailed analyses to support decision-making. The analyst will be responsible for ensuring funding is properly aligned to project requirements while maintaining visibility into financial performance throughout project execution.
  • The position requires extensive expertise in the Navy Enterprise Resource Planning (ERP) system to research, analyze, reconcile, and track financial transactions across multiple appropriations, contracts, and fiscal years. The analyst will support project startup activities by assisting with funding allocation and execution planning. Additionally, the analyst will lead financial reconciliation and closeout efforts by identifying residual funding balances, tracing funds to associated contract actions, validating financial records, and supporting the timely disposition of excess funds.
  • Manage Spectrum Relocation Fund (SRF) program financials, schedules, and funding execution activities.
  • Evaluate cost, schedule, and performance issues and provide recommendations to Government leadership and program stakeholders.
  • Collaborate with participating Program Managers to develop, review, and assess funding execution plans, anticipated obligations, and expenditures.
  • Perform detailed financial analysis within the Navy Enterprise Resource Planning (ERP) system to identify funding status, obligations, expenditures, de-obligations, and remaining balances.
  • Research and reconcile financial transactions, contract funding actions, task orders, and associated appropriations within Navy ERP.
  • Support project and contract closeout activities by identifying residual funding, validating financial records, and coordinating funding disposition actions with stakeholders.
  • Analyze historical financial data and documentation to support projects where institutional knowledge or program continuity may be limited.
  • Prepare funding execution documentation, analyses, and recommendations to support SRF program decisions and strategic planning.
  • Maintain and update the SRF Consolidated Financial Summary Report and other financial management databases and tracking tools.
  • Submit and coordinate a diverse range of financial documents with cognizant field activities, contracting offices, and resource sponsors.
  • Track financial actions through the execution process from initiation through final obligation and expenditure.
  • Develop financial reports, budget execution analyses, spend plans, and executive-level briefings for Government leadership.
  • Provide budget formulation, execution, and acquisition management support across the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Coordinate with OPNAV, NAVSEA, and DON CIO contracting activities, and program offices to resolve funding discrepancies and support audit-ready financial management practices.

  • Minimum of five (5) years of Department of Navy (DON) financial management experience.
  • Active DoD Secret Security Clearance.
  • Demonstrated expertise using the Navy Enterprise Resource Planning (ERP) financial management system.
  • Experience researching obligations, expenditures, reimbursements, contract funding actions, and financial transactions within Navy ERP.
  • Experience supporting project closeout, funds reconciliation, de-obligation efforts, and reconciliation of residual funding balances.
  • Knowledge of Department of the Navy financial management policies and procedures.
  • Familiarity with the Planning, Programming, Budgeting, and Execution (PPBE) process and all phases of the budget lifecycle.
  • Experience managing and analyzing DON obligations and expenditures.
  • Advanced Microsoft Excel skills, including pivot tables, lookups, financial modeling, and data analysis.

  • Highly motivated self-starter with the ability to operate independently and within cross-functional teams

  • Certified Government Financial Manager (CGFM) Certification

VTG’s estimated starting pay range is $100,000-$120,000 which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
