Summary
The Director of Finance Operations supports the Assistant Vice President in providing strategic and operational leadership across financial functions tied to MTA C&D's key revenue-generating initiatives that comprise significant public-private partnerships in Transit-Oriented Development (TOD), Advertising & Promotions, Broadband, OMNY, and External Partner Programs (EPP). The Director ensures fiscal accountability, compliance, and financial optimization through budgeting, forecasting, analysis, and reporting. This role manages complex reimbursement agreements/third-party contracts. It enhances systems that drive visibility and data-informed decisions - delivering billions in revenue, savings, and in-kind improvements to the MTA.
Responsibilities
Collaborate with C&D's senior finance leaders and the MTA's consolidated financial tower to optimize and streamline financial processes across budgeting, vendor payments, reporting, third-party contracts, and financial system use (PeopleSoft, Hyperion, IMPACT).
Assist with the transformation and integration of financial operations post-MTA C&D workforce consolidation, implementing scalable systems for rapidly expanding portfolios.
Manage financial planning, budgeting, analysis, and reporting for major Broadband & Public-Private Partnership agreements, including expense tracking, performance reviews, and reconciliations. Oversee all financial provisions and performance metrics for agreements delivering over $1B in MTA benefits. Track expected cost savings and ensure goals are achieved.
Collaborate with Capital Project Business Unit Leadership to manage relocation billing tied to station renovations and transit infrastructure.
Coordinate with vendors and internal stakeholders on force account billing, contractor compliance, and deployment funding.
Review and analyze financial proposals for new Advertising/Broadband/Transit Oriented Development opportunities and advise on RFP selections.
Manage financial operations for a growing portfolio of Transit Oriented Development (TOD) agreements (80+ active contracts) and manage consultant payments and funding. Support capital-generating TOD ground lease, air rights, and developer agreements. Prepare and reconcile monthly TOD reports: expense logs, bank balances, invoice status, and developer scorecards.
Process all related payments, purchase orders, and funding adjustments with Treasury, Capital Accounting, and Legal Finance.
Lead financial responsibilities for the External Partner Program (EPP) & East Side Access (ESA) expense reimbursement agreements. Ensure revenue is tracked, payments reconciled, and booked to the appropriate RCs and fund accounts.
Manage revenue, reimbursements, and expenditures tied to OMNY's marketing, delivery, and operational initiatives. Monitor affiliate agreements, onboarding fees, non-fare revenue, and transaction fees.
Assist with financial plan submissions, projections, and forecasts for all programs and agreements. Ensure compliance with contract terms, budgets, audit recommendations, and MTA financial policy. Review, track, and reconcile invoices, payments, and reimbursements. Track funding availability, reconcile budget vs. actuals, and provide variance commentary. Coordinate interagency chargebacks and deferral planning for all non-reimbursable expenses.
Prepare monthly KPI reports, performance summaries, and budget-tracking dashboards.
Partner with MTA Procurement, Treasury, and Controller teams to ensure accuracy in payments, RC setup, and vendor management.
Drive enhancements to financial systems and support enterprise-wide initiatives, including C&D financial reporting modernization and ERP integration efforts.
Education and Experience
A bachelor's degree in business, finance, public administration, accounting, economics, or equivalent, or a related field is required.
Master's degree in business, finance, planning, public administration, accounting, economics, or related field preferred.
Minimum 10 years of experience in business, finance, public administration, accounting, economics, or equivalent, or a related field required.
Minimum 4 years of managerial experience required.
