Job description


The City of Social Circle is seeking a Finance Director to serve as a key member of the City's executive leadership team. Reporting directly to the City Manager, this position works closely with elected officials, department directors, utility supervisors, and external partners, including auditors, bond advisors, and state agencies. The Finance Director oversees all aspects of the City's financial operations, including budgeting, financial reporting, debt administration, utility revenues, procurement, payroll, accounts payable, audits, grant compliance, and financial policy development.
As the City continues to experience significant growth and investment, the Finance Director will play a vital role in ensuring that Social Circle's financial systems and practices effectively support the community's evolving needs. With a major wastewater treatment plant project moving from construction into operations, ongoing industrial and commercial development, the implementation of new financial management software, and a robust capital improvement program supported by SPLOST revenues, the successful candidate will bring both strong technical expertise and strategic leadership to help guide the City's financial future.
The key priorities for this role include providing financial oversight and reporting for major water, sewer, and capital improvement projects, including bond compliance and debt ratio monitoring; leading the implementation of new financial software systems and ensuring staff are fully trained and proficient; and partnering with the City Manager to develop and execute the City's annual operating budget across all funds. The Finance Director will also manage PILOT transfers between enterprise funds and the General Fund in accordance with City financial policies, strengthen financial policies, internal controls, and audit readiness, improve operational efficiency within the Finance Department amid increasing service demands, and support staff development to build long-term organizational capacity within the department.
