Position Summary


The Compliance Specialist III is a Fair Housing position, responsible for ensuring that all stages of the compliance process — including initial move-in certification, interim certifications, and recertifications — are completed in full accordance with state and federal compliance rules. This involves applying the correct procedures and protocols at each phase to maintain regulatory and contractual adherence.


Job Duties

  • Train onsite staff on program compliance requirements and funding sources for their respective properties.
  • Train onsite staff to interpret regulatory documents and prepare process for reporting purposes: land use restriction agreement, regulatory agreements, 8609’s, etc.
  • Train onsite staff to use operating documents: tenant selection plan, leases, house rules, etc.
  • Instruct onsite staff on how to use operating documents, including tenant selection plan, leases, house rules, etc.
  • Confirm EIV reports are onsite, current, and used as intended. This includes properly addressing and documenting deficiencies, if applicable.
  • Teach onsite staff how to perform an internal file review, correct deficiencies, and submit high level reports to their compliance department.
  • Train Compliance Specialist 2 and conduct 100 percent file review based on program types and provide detailed report of findings.
  • Train Compliance Specialist 2 and provide written report to address deficiencies identified in 100 percent file review.
  • Calculate applicable annual income, income from assets, and expenses accurately.
  • Identity missing tools and encourage implementation of documents or processes that could reduce file deficiencies: current forms, calculation worksheets, certification/recertification calendar, standard for submitting invoices, etc.
  • Help in preparing for a compliance review.
  • Review high-level reports and offer constructive feedback for process improvement.
  • Schedule and lead meetings with Compliance Specialists I and II to give feedback, support, additional training, and help solve problems.
Requirements:

Experience and Qualifications

  • 4-5 years work experience on site at a Tax Credit or Project Based Section 8 property - OR - 4-5 years of Property Management experience
  • Demonstrated knowledge of Housing Tax Credit, Section 8, HOME, CDBG, HUD, and their compliance requirements.
  • Demonstrated knowledge of Local, State, and Federal Fair Housing rules and regulations
  • Current certification certificates and/or certified occupancy specialist certifications for a minimum of two compliance programs. Please provide upon request
  • 4-5 years’ experience managing staff. Please provide upon request
  • 4-5 years’ experience writing reports. Please provide upon request
  • 4-5 years’ experience training onsite staff or working in a program compliance position. Please provide upon request
  • Previous experience in resident interactions is strongly preferred
  • Property management: 4-5 years (Required)
  • HUD Programs: 4-5 years (Required)
  • Tax Credit programs: 4-5 years (Required)
  • Must demonstrate a detail-oriented, organized, and quality approach to compliance
  • Must present oneself in a neat, clean, and professional manner, at all times
  • Must possess a positive attitude and professional demeanor with all staff, residents, partners, vendors, and stakeholders
  • Must have ample experience working with Microsoft 365 products such as Word, Excel, Outlook, SharePoint, and community software applications
  • Must be self-motivated with ability to work independently
  • Must be able to maintain the integrity of the organization by adhering to all rules and regulations, compliance requirements, and working collaboratively with co- workers

Physical Requirements

  • The person in this position will occasionally move around the office to access filing cabinets, office equipment, etc.
  • Must be able to remain in a stationary position more than 50% of the time.
  • This job may require travel to various locations around the metro area. Candidates must have reliable transportation.
