Position Overview
As the owner's representative in the field, the Construction Manager holds direct authority over all field construction activities across Stimulus's broadband and fiber projects. This includes managing Stimulus-employed Resident Engineers, overseeing third-party contractors, and serving as the primary point of accountability between field operations, the engineering firm, and the project management team.
Deployment projects include: SLFRF, FFA grants, and BEAD-funded fiber deployments across rural Nevada, Missouri, California and Oregon, with hard regulatory timelines and high visibility. The Construction Manager is the person who ensures those commitments are met, safely, on schedule, within budget, and to spec.

Essential Functions
Construction Oversight
• Oversee all phases of OSP fiber optic construction including aerial, underground, and buried plant installation.
• Ensure construction activities comply with project plans, specifications, permits, and applicable codes and standards.
• Conduct regular site visits to verify construction quality, safety compliance, and adherence to project timelines.
• Manage contractor performance and hold construction crews accountable to contract terms and workmanship standards.
• Review and approve contractor pay applications, change orders, and project closeout documentation.
• Ensure construction contractors and sub-contractors adhere to 811 rules and regulations.
• Coordinate with the Permitting Manager to ensure all required permits and approvals are in place prior to construction.
• Identify and resolve field conflicts, constructability issues, and design discrepancies in coordination with the engineering firm.
• Monitor project budgets and forecasts; escalate cost or schedule risks to the VP of Engineering promptly.
• Ensure all as-built documentation is accurate, complete, and delivered on schedule.
• Manage day-to-day relationships with construction partners, subcontractors, and material vendors; hold each accountable to contractual terms, delivery schedules, and quality expectations while serving as the field-level escalation point for vendor performance issues.
Engineering Firm Oversight
• Serve as Stimulus Technologies' owner's representative in all field interactions with the contracted engineering firm.
• Oversee Resident Engineers and field inspectors provided by the engineering firm; ensure their work product, conduct, and performance meet Stimulus Technologies standards and expectations.
• Review and approve the engineering firm's inspection reports, daily logs, and as-built documentation before acceptance into Stimulus records.
• Monitor the engineering firm's compliance with their SOW, contract terms, and agreed-upon deliverable schedules.
• Review the engineering firm's construction-ready design packages (HLD, MLD, construction drawings) and validate they meet Stimulus network standards, material specifications, and preferred vendor requirements before releasing to construction.
• Coordinate with the engineering firm on design revisions, field change orders, and constructability issues that arise during construction.
• Escalate engineering firm performance concerns, resource shortfalls, or quality issues to the VP of Engineering with documented specifics and recommended corrective actions.
• Participate in the acceptance and turnover process from construction into Stimulus Technologies operations and NOC, ensuring all network elements are documented, tested, and ready for service activation.
Team Leadership
• Directly manage and mentor Stimulus-employed Resident Engineers assigned to active projects.
• Conduct regular performance check-ins, provide constructive feedback, and support professional development for direct reports.
• Set clear expectations, priorities, and deliverables for the field inspection team across both Stimulus and engineering firm personnel.
• Coordinate staffing and resource allocation across multiple concurrent construction projects; communicate resource needs to the VP of Engineering.
• Foster a team culture aligned with Stimulus Technologies core values, particularly Extreme Ownership and Elevate Others.
Safety and Compliance
• Enforce compliance with all federal, state, and local safety regulations on every job site for both Stimulus and engineering firm field personnel.
• Conduct or oversee safety audits and ensure corrective actions are implemented immediately.
• Ensure all field personnel - Stimulus-employed and engineering firm - maintain required safety certifications and training.
• Lead incident investigations and root cause analyses; implement lessons learned across the team.
Communication and Reporting
• Provide regular construction status updates to the VP of Engineering and Project Management.
• Facilitate weekly construction meetings with contractors, Resident Engineers, engineering firm representatives, and project stakeholders.
• Maintain accurate project records including daily logs, inspection reports, production metrics, and issue trackers.
• Serve as the escalation point for field-level disputes, contractor issues, and client concerns.
• Provide details to the VP of Engineering and Project Management on all required construction activities for each of the state and federal grant programs.
Education and Experience
Required
• High school diploma or GED; bachelor's degree in construction management, engineering, or related field preferred.
• Minimum 7 years of progressive experience in OSP telecom or fiber optic construction.
• Minimum 3 years in a supervisory or management role overseeing field construction teams.
• Strong understanding of OSP fiber optic construction methods including aerial, underground, and buried applications.
• Strong understanding of RUS construction standards, NESC requirements, and industry best practices.
• Demonstrated ability to manage contractors, budgets, and schedules across multiple concurrent projects.
• Experience managing or coordinating with third-party engineering firms and their field personnel.
• Proficiency with Microsoft Office Suite and project management or construction tracking tools.
• Valid driver's license with the ability to travel extensively to project sites.
• Ability to work in all weather conditions and navigate active construction environments.
Preferred
• Familiarity with FTTH/FTTP construction and deployment at scale.
• Background in OSP engineering or fiber network design.
• OSHA 30-Hour Construction certification.
• Experience with GIS-based construction documentation and as-built management tools.
• Experience with network acceptance testing and turnover to operations.
