POSITION SUMMARY

The Female Veteran Services Manager provides operational leadership and day-to-day management for PTSD Foundation of America's Female Veteran Services Program. The position supervises assigned personnel, coordinates access to clinical care and non-clinical service delivery, manages partnerships and grant activities, and monitors program quality and outcomes. Working with licensed clinicians, peer support staff, case management, and community partners, the Manager advances trauma-informed, recovery-oriented, Veteran-centered, and faith-integrated services for women Veterans and their families.

ESSENTIAL FUNCTIONS
  • Lead daily operations of the Female Veteran Services Program. Translate department strategy into work plans, service standards, schedules, participant engagement processes, and measurable performance goals.
  • Customarily and regularly direct the work of at least two full-time-equivalent employees. Supervise, schedule, coach, train, and evaluate the Female Veteran Coordinator, Veteran Navigator, Peer Support Specialists, and assigned volunteers. Coordinate recruitment, onboarding, performance documentation, recognition, and corrective action with the Director and Human Resources.
  • Coordinate participant enrollment, service navigation, internal and external referrals, outreach events, educational programming, and approved non-clinical Female Warrior Groups. Maintain timely communication with participants, families, staff, volunteers, and referral partners.
  • Collaborate with licensed mental health professionals and other authorized providers to coordinate services. Promptly escalate safety, crisis, and clinical concerns under approved protocols, and do not independently assess, diagnose, treat, or provide professional counseling unless separately credentialed and authorized for those duties.
  • Develop and maintain mission-aligned relationships with Veterans Affairs, Veteran Service Organizations, behavioral health providers, universities, nonprofits, referral agencies, and grant or donor partners. Coordinate volunteer engagement and represent the program at approved community activities.
  • Assist with annual planning and administer the approved program budget within delegated authority. Monitor purchasing, expenditures, grant deliverables, donated resources, assets, and procurement to support responsible stewardship and compliance with funding restrictions.
  • Maintain accurate, timely, and confidential program records and reports. Implement applicable grant, privacy, information-security, safety, licensing, HIPAA, and 42 CFR Part 2 requirements, as applicable. Ensure assigned personnel complete required training and report compliance concerns promptly.
  • Monitor program KPIs, participation trends, service utilization, participant feedback, outreach activity, volunteer utilization, and grant metrics. Prepare operational reports, lead quality-improvement activities, recommend service enhancements, and perform other mission-aligned duties within the general scope and level of the position.

Scope note: This is an operational management role. Licensed clinicians retain authority for clinical assessment, diagnosis, treatment planning, psychotherapy, and other services regulated by professional licensure.

DECISION-MAKING AND SUPERVISORY SCOPE

Decision authority: Exercises delegated authority over program scheduling, workload assignment, routine operations, approved purchasing, community engagement, and budget monitoring. Makes personnel recommendations concerning hiring, performance, advancement, discipline, and separation for assigned staff; final actions remain subject to organizational approval. Has no independent clinical decision-making authority unless separately credentialed and authorized. Direct reports: Female Veteran Coordinator, Veteran Navigator, and Peer Support Specialists. Indirect or functional oversight: Assigned volunteers, clinical interns, and students supporting Female Veteran programming, as applicable.

MINIMUM QUALIFICATIONS

Associate's degree in social work, psychology, counseling, human services, public administration, healthcare administration, or a related field, or an equivalent combination of education and directly relevant experience; five years of progressively responsible experience in program management, behavioral health, Veteran services, nonprofit management, or human services; and two years of direct supervisory or team-lead experience. Current, active Texas Certification Board credentials are required as follows: (1) Peer Specialist Supervisor (PSS); and (2) at least one of the following: Peer Recovery Support Specialist (PRSS), Re-Entry Peer Specialist (JI-RPS), Mental Health Peer Specialist (MHPS), Recovery Support Peer Specialist (RSPS), or Peer Instructor. No professional clinical license is required for the operational duties of this position.

Required competencies include demonstrated knowledge of military culture, women Veterans' service needs, trauma-informed care, recovery principles, community resources, and partnership development; ability to supervise staff, manage competing priorities, analyze program data, prepare reports, and exercise sound ethical judgment; effective written, verbal, in-person, and virtual communication; proficiency with Microsoft 365 and the ability to learn ADP Workforce Now, PerformYard, DocTract, SharePoint, EHR, and program-reporting systems; and ability to meet the schedule and travel requirements of the role.

PREFERRED QUALIFICATIONS

Preferred qualifications are: (1) a current Certified Peer Support Specialist credential, Licensed Chemical Dependency Counselor license, or Licensed Chemical Dependency Counselor Intern registration; and (2) experience supporting women Veterans affected by Military Sexual Trauma, PTSD, moral injury, substance use, or co-occurring behavioral health conditions, including experience with grant-funded programs or multidisciplinary teams.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work is performed in office settings, at community outreach locations, and in approved remote settings. The role frequently uses a computer and standard office equipment; frequently communicates in person, by telephone, and through virtual platforms; frequently remains in a seated or standing position; occasionally moves throughout program and event sites; and occasionally lifts, carries, or transfers materials weighing up to 25 pounds. The position requires up to 20% local travel, occasional regional or overnight travel, and occasional evening or weekend work. Duties may involve interaction with individuals experiencing distress or crisis and require use of established de-escalation, safety, and escalation procedures.
