Job Summary:
The Civil Technical Engineer supports urgent post-storm recovery operations across transportation corridors and storm-impacted infrastructure areas. This role is responsible for conducting field-based transportation infrastructure assessments to document roadway damage, collect geospatial and condition data, and support the development of recovery and reconstruction priorities. They will gather road condition assessment data, culvert inventories, roadway surface materials, and recommended repair actions using GIS-based mobile data collection platforms. Data collected will support transportation recovery tasks, construction contract development, and restoration planning for damaged road systems.
This position requires extensive fieldwork in rugged environments and close coordination with project managers, technical specialists, and recovery teams to ensure accurate documentation and efficient recovery planning.

Duties/Responsibilities:

• Conduct field assessments of storm-damaged roads, drainage structures, and transportation infrastructure in remote and rugged environments.

• Collect, document, and verify roadway condition data including road surface types, culvert locations and dimensions, erosion impacts, washouts, and other storm-related damages.

• Utilize GIS-based mobile data collection applications, including Survey123 and FieldMaps, to accurately capture and submit field information.

• Record roadway mileage features and associated infrastructure conditions in accordance with project requirements and established data standards.

• Identify and document recommended repair actions, safety concerns, and recovery priorities for damaged transportation assets.

• Support recovery planning efforts by providing accurate field observations, measurements, photographs, and geospatial documentation.

• Operate field equipment such as GPS-enabled measuring devices, range finders, measuring tapes, utility terrain vehicles (UTVs), and four-wheel-drive vehicles.

• Navigate forest roads, undeveloped terrain, and disaster-impacted areas safely and effectively.

• Coordinate daily field activities with project leadership and technical staff to ensure completion of assigned assessments and reporting requirements.

• Maintain accurate daily records, field notes, mileage logs, and digital assessment data.

• Follow all applicable safety procedures, environmental requirements, and operational protocols while conducting field activities.

• Inspect and evaluate transportation infrastructure conditions to support prioritization of recovery and restoration activities.

• Work effectively as part of a two-person field crew under changing operational priorities and deployment schedules.

• Ensure all assigned equipment is properly maintained, calibrated, and utilized in accordance with operational procedures.

• Communicate assessment findings, field observations, and emerging issues clearly and professionally to project personnel.

Required Skills/Abilities:

• Experience with road condition assessments and transportation infrastructure documentation.

• Familiarity with GIS-based field collection tools such as Survey123 and ArcGIS Field Maps.

• Knowledge of environmental compliance and infrastructure recovery processes.

• Ability to interpret basic road design and drainage features.

• Experience collecting field measurements and geospatial data accurately.

• Ability to work safely in rugged outdoor environments and adverse weather conditions.

• Strong attention to detail and documentation skills.

• Ability to work independently in two-person field crews.

• Strong attention to detail and organizational skills

• Proficiency with Microsoft Office and Adobe Acrobat (PDF management)

• Ability to follow established procedures and handle sensitive records appropriately

Education and Experience:

• Required: Bachelor's degree in Forestry, Environmental Science, Civil Engineering Technology, Geospatial Sciences, Natural Resources, Construction Management, or a related field.

• Required: Minimum of 5 years of relevant field experience involving road condition assessments, transportation infrastructure inspections, disaster recovery field operations, GIS field data collection and natural resource or public lands fieldwork

• Preferred: Experience supporting FEMA, USFS, FHWA, or other disaster recovery programs.

• Preferred: Experience with culvert assessments, erosion evaluations, and storm damage documentation.

• Preferred: Experience operating off-road vehicles and towing equipment.

Physical Requirements/Work Environment

• Ability to work extended hours in outdoor and remote environments.

• Ability to traverse uneven terrain and storm-damaged areas.

• Must be capable of lifting and carrying field equipment.

• Ability to travel and deploy for multi-day field assignments.

• Valid driver's license required.
