Boyer Commercial Construction is expanding, and we're seeking an experienced Construction Project Manager – Federal Projects to support our growing portfolio of government construction work throughout the Southeast.

Position Overview

As the Construction Project Manager – Federal Projects, you will oversee federal government construction projects from preconstruction through final closeout. You will serve as the primary point of contact between Boyer Commercial Construction, government representatives, subcontractors, and project stakeholders, ensuring successful execution while maintaining compliance with all federal requirements.

The ideal candidate possesses strong project management skills, extensive knowledge of federal contracting procedures, and the ability to lead multiple project activities while maintaining exceptional client relationships.

Key Responsibilities

  • Manage federal construction projects from contract award through final closeout
  • Develop and maintain project budgets, schedules, forecasts, and reporting requirements
  • Serve as the primary liaison with Contracting Officers (KO), Contracting Officer Representatives (COR), Quality Assurance personnel, and government stakeholders
  • Prepare, review, and manage project documentation including RFIs, submittals, schedules of values, pay applications, and closeout packages
  • Ensure compliance with FAR requirements, Davis-Bacon wage regulations, certified payroll reporting, and Buy American provisions
  • Oversee project quality control programs in accordance with USACE, NAVFAC, and agency-specific standards
  • Manage the three-phase quality control process and ensure project documentation is maintained accurately
  • Enforce jobsite safety policies and procedures in accordance with EM 385-1-1 and OSHA regulations
  • Negotiate, award, and administer subcontracts and purchase orders
  • Lead project meetings and coordinate communication between clients, subcontractors, and internal teams
  • Manage change orders, contract modifications, Requests for Equitable Adjustment (REAs), and project correspondence
  • Monitor project financial performance, cost reporting, billing, and forecasting
  • Assist with estimating, budgeting, and preconstruction efforts on future federal opportunities as needed

Qualifications

Required

  • 5+ years of commercial construction project management experience
  • Minimum 2 years managing federal construction projects for agencies such as:
    • USACE
    • NAVFAC
    • GSA
    • Department of Veterans Affairs (VA)
    • Other federal agencies
  • Strong working knowledge of federal contracting requirements, documentation, and compliance standards
  • Experience managing project budgets, schedules, subcontractors, and client relationships
  • Excellent communication, leadership, and organizational skills
  • Ability to travel to project sites as required
  • Valid driver's license
  • Ability to obtain base access and successfully complete background screening requirements

Preferred

  • Construction Quality Management for Contractors (CQM-C) Certification
  • OSHA 30 Certification
  • Experience with RMS 3.0, Procore, or similar project management platforms
  • Working knowledge of Primavera P6 and/or Microsoft Project
  • Bachelor's degree in Construction Management, Engineering, or a related field
  • Experience managing military, federal, or government facilities projects throughout the Southeast
