Job description

Position Overview

Vision IT is seeking a Personnel Online Database Software Developer to support mission-critical Department of Defense operations at Los Angeles Air Force Base. This role is responsible for designing, developing, maintaining, and enhancing secure database-driven applications that manage personnel data and related mission support information.

The Software Developer will work in a secure DoD environment to ensure reliable data management, system performance, and cybersecurity compliance for personnel database systems.

(This Position is Contingent Upon Award)

Key Responsibilities
  • Design, develop, and maintain personnel database applications and web-based systems
  • Develop secure, efficient, and scalable database solutions to support personnel data management
  • Create, modify, and optimize database structures, queries, and stored procedures
  • Develop application interfaces for data entry, reporting, and system integration
  • Ensure data integrity, accuracy, availability, and confidentiality in accordance with DoD standards
  • Support integration between personnel systems and other enterprise applications or data sources
  • Perform troubleshooting, debugging, and performance tuning of database and application systems
  • Ensure compliance with DoD cybersecurity policies, STIGs, RMF requirements, and data handling standards
  • Maintain technical documentation for database design, system architecture, and application functionality
  • Support testing, deployment, and configuration management activities
  • Collaborate with system administrators, cybersecurity personnel, and stakeholders to support mission requirements

Required Qualifications
  • Active DoD Secret Clearance or higher (must be current and transferable)
  • CompTIA Security+ certification (required and compliant with DoD 8570/8140)
  • Experience in software development and database application design
  • Strong knowledge of relational database systems (e.g., SQL Server, Oracle, MySQL, or similar)
  • Experience with programming or scripting languages (e.g., Python, Java, C#, JavaScript, or SQL)
  • Understanding of secure coding practices and database security principles
  • Familiarity with DoD cybersecurity requirements, including RMF and STIG compliance
  • Ability to work onsite full-time at Los Angeles Air Force Base
Preferred Qualifications
  • Experience supporting DoD or federal personnel systems or HR-related databases
  • Familiarity with web application frameworks and API integration
  • Experience with reporting tools (e.g., Power BI, SSRS, Tableau, or similar)
  • Knowledge of Agile or DevSecOps development practices
  • Experience with version control systems (e.g., Git, Azure DevOps)
  • Strong analytical, troubleshooting, and problem-solving skills
  • Additional certifications such as CySA+, database certifications, or cloud certifications
