Job Description

General Dynamics Information Technology (GDIT) is seeking aSenior Business Requirements Analystto support a new contract with theFood and Drug Administration (FDA). This is a critical role that directly contributes to FDAs mission and ensures the delivery of impactful, customer-facing web-based applications.

As theSenior Business Requirements Analystand actingProduct Owner, you will play a hybridtechno-functional role, bridging the gap between business and technical teams. You will collaborate with stakeholders to define requirements, oversee product development, and ensure data-driven solutions align with business goals.

The ideal candidate will bring strong leadership, techno-functional experience, requirements analysis skills, and UI/UX knowledge. Proven ability to work with data and analytics teams to enable actionable insights is critical. Recent FDA-related experience is required.

This is a hybrid position, which includes a3-day on-site requirementat either theGDIT office in Gaithersburg, MDor theFDA office in Silver Spring, MD.

Key Responsibilities

  • Product Ownership: Act as theProduct Owner, managing the product backlog and prioritizing work to align with stakeholder needs and business goals.
  • Techno-Functional Bridge: Serve as a liaison between business, data, and technical teams, ensuring alignment and effective communication throughout the project lifecycle.
  • Requirements Gathering & Documentation: Collaborate with stakeholders to gather detailed business and technical requirements. Document and communicate these requirements clearly to development teams.
  • Data Analysis & Insights: Analyze and interpret data to validate business requirements and support data-driven decision-making. Collaborate with analytics teams to define and deliver data-rich solutions.
  • User Stories & Acceptance Criteria: Develop detailed user stories, process flows, and acceptance criteria to support sprint planning and team execution. Ensure requirements are translated into actionable technical deliverables.
  • UI/UX Design & Documentation: Create wireframes, process flows, and design mockups to align functional requirements with user experience goals. Collaborate with design teams to ensure implemented solutions adhere to best practices.
  • Testing & Validation: Lead functional testing, user acceptance testing (UAT), and data validation efforts to ensure requirements have been adequately implemented.
  • Collaboration Tools: Leverage tools such asJIRA,Confluence, and other project management or data analytics tools to manage requirements, document progress, and facilitate collaboration.
  • Process Improvements: Proactively recommend process improvements to enhance product delivery, increase efficiency, and ensure scalability.

Requirements

  • Bachelors degree and10+ years of business analysisexperience within the IT industry.
  • RecentFDA-related experiencein a similar or related capacity is required.
  • 6+ yearsof experience supporting Federal Government agencies or projects.
  • Hands-on experience withdata requirements, including working with analytics teams to define data models, reporting structures, and dashboards.
  • Proficiency in UI/UX design tools to create wireframes, mockups, and process flows.
  • Strong understanding ofAgile development methodologies (SCRUM), including managing backlogs and leading sprint planning sessions.
  • Experience managing collaboration tools such asAtlassian suite (JIRA, Confluence)and familiarity with data tools such asTableau,Power BI, orSQL.

Desired Qualifications

  • Professional Agile certification (e.g., Certified ScrumMaster, PMI-ACP).
  • Experience working with Commercial off-the-shelf (COTS) products such asAppian,Salesforce, orPega.
  • Knowledge of integrating applications with enterprise data solutions or low-code platforms like Appian.
  • Expertise withdata governance, analytics, and visualization toolsto enable and validate actionable insights.

Salary and Benefit Information

The likely salary range for this position is $124,093 - $155,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
