We areย seeking an experienced Regulatory Counsel toย focus onย the company's domestic and international telecommunications regulatory strategy in support of a rapidly growingย globalย Low Earth Orbit (LEO) satellite constellation. This attorney willย adviseย executive leadershipย andย regulatory,ย engineering, business development,ย product,ย andย operationsย teamsย on complex regulatory matters involving satellite communications, spectrum management, licensing, and international market access.ย 

The successful candidate will serve asย anย advisor on matters before the Federal Communications Commission (FCC), while coordinating with international regulators, the International Telecommunication Union (ITU), foreign telecommunications authorities, and U.S. government agencies, including the Department of Defenseย (DOD)ย and National Telecommunications and Information Administration (NTIA).ย 

The ideal candidateย hasย experience with commercial LEO constellations, satellite broadband systems,ย radioย spectrum, andย navigating both domestic andย internationalย regulatory environments.ย ย ย 

This positionย willย beย locatedย onsiteย in Arlington, Texas, orย beย remoteย in the Washington, D.C. areaย and will report to the General Counsel or Head of Regulatory and Government Affairs.

What you will do
  • Lead preparation and filing of applications, petitions, comments,ย replyย comments, waivers, requests for special temporary authority (STA), experimental licenses, earth station authorizations, and related pleadings before the FCC.ย ย 

  • Advise internal stakeholdersย onย regulatoryย issuesย such as:ย ย 

    • Satellite licensingย ย 

    • Earth station licensingย ย 

    • Spectrumย access/allocationsย ย 

    • Spectrum sharingย ย 

    • Interference analysisย ย 

    • Equipment authorizationย ย 

    • Market accessย ย ย 

  • Monitor FCC proceedings affecting satellite services, spectrum policy, Direct-to-Device (D2D), Supplemental Coverage from Space (SCS), non-geostationary satellite systems (NGSO), mobile satellite service (MSS), fixed satellite service (FSS), and emerging commercial space regulations.ย ย 

  • Analyze FCC Notices of Proposed Rulemaking (NPRMs), Orders, Public Notices, and enforcement actions.ย ย 

  • Develop legal and policy strategies to secure favorable regulatory outcomes.ย ย 

  • Draft exย parteย presentations and represent the company during FCC meetings.ย ย 

  • Support international market access for satellite services.ย ย 

  • Assistย in coordinationย with foreign telecommunications regulatorsย regardingย licensing and landing rights.ย ย 

  • Work with foreign counsel, consultants, etc.ย regardingย licensing and spectrum authorizations.ย ย 

  • Advise onย ITU Radio Regulationsย and related international requirements.ย ย 

  • Supportย submissionsย to ITU and other international authorities.ย 

  • Supportย domestic andย international spectrum coordination activities.ย ย 

  • Work closely withย companyย engineers toย developย technicalย demonstrationsย andย evidenceย supporting FCC and international filings.ย ย 

  • Provideย practical legal advice to engineering,ย operations, product,ย regulatory, and business developmentย teams.ย 

Required qualifications
  • 5+ย years ofย substantiveย experienceย inย telecommunications law/policy, either in private practice,ย in-house, or government service.ย ย 

  • Significant experienceย practicing before the FCC, includingย draftingย and filing FCCย submissions.ย ย 

  • Demonstratedย expertiseย withย the Communications Act, FCC Rules,ย ITU Radio Regulations, satellite/spectrumย licensing frameworks,ย and foreign market access.ย ย 

  • Experience advising clientsย regardingย satellite communications.ย ย 

  • Excellent legal writingย andย advocacyย skills.ย 

  • Soundย legalย judgment under evolving regulatory frameworks.ย 

  • Strong interpersonal skills.

Preferred qualifications
  • Juris Doctor (J.D.) from anย ABA-accredited U.S. law schoolย and active bar membership in good standing in any U.S.ย jurisdiction.ย 

  • Experienceย workingย with LEO satellite operators.ย 

  • Experienceย withย Internationalย regulatory advocacy.ย ย 

  • Prior experience at the FCC, NTIA, or DOD.ย ย 

  • Experience working with engineering teams on technical regulatory issuesย and understanding of RF engineering concepts.ย ย 

  • Security clearance (current or previously held)ย or eligible to obtain.ย ย 

$200,000 - $250,000 a year

The estimated base salary range for this role is $200,000-$250,000 per year. The estimated range is meant to reflect an anticipated salary range for the position in question, which is based on market data and other factors, all of which are subject to change.
