What is an FCC job?

FCC jobs are positions within the Federal Communications Commission, an independent agency of the U.S. government that regulates interstate and international communications by radio, television, wire, satellite, and cable. Employees may work in areas such as policy analysis, legal counsel, engineering, consumer affairs, or administrative support. These roles help ensure fair and efficient communication services, protect public interests, and enforce regulations. Working at the FCC offers an opportunity to influence national telecommunications policy and gain experience in a dynamic regulatory environment.

What are the main challenges faced by FCC compliance specialists in ensuring organizational adherence to regulations?

FCC compliance specialists often encounter challenges such as staying up-to-date with frequently changing regulations, interpreting complex legal language, and implementing new compliance procedures across various departments. They must also effectively communicate requirements to technical and non-technical staff while managing tight deadlines for filings and audits. Collaboration with engineering, legal, and management teams is essential to address compliance gaps and prevent regulatory violations, making strong organizational and interpersonal skills critical for success in this role.

What are the key skills and qualifications needed to thrive as an FCC compliance specialist, and why are they important?

To thrive as an FCC Compliance Specialist, you need a thorough understanding of telecommunications regulations, compliance procedures, and usually a degree in communications, law, or a related field. Familiarity with regulatory databases, compliance management software, and certification in regulatory affairs are commonly required. Strong attention to detail, analytical thinking, and effective communication help professionals interpret regulations and interact with stakeholders. These skills ensure organizations meet legal standards, avoid penalties, and operate within the boundaries of federal communications law.

Job description

The Senior Program Manager is responsible for leading the planning, execution, and release of hardware products that secure commercial buildings. Our products include in-house designs and partner-sourced offerings branded for PDK. The qualified candidate will manage complex, cross-functional projects that span hardware engineering, supply chain, product management, and manufacturing partners.

The ideal candidate has hands-on experience in hardware product delivery timelines, hardware-adapted scrum practices, and regulatory or certification processes. Familiarity with physical access control products, including RFID readers, door controllers, smart locks, IP cameras, and intrusion systems, is strongly preferred.

You will work closely with an internal team and external manufacturers, coordinating dependencies and ensuring quality throughout the production lifecycle. This is a dedicated program management role focused on the development lifecycle of physical, manufactured products, distinct from IT infrastructure or off-the-shelf product installation project management.

Key Responsibilities

  • Program Leadership: Drive end-to-end delivery of hardware programs, ensuring scope, schedule, and quality goals are achieved.

  • Planning & Execution: Collaborate with engineering to develop plans and estimates that define delivery targets for future product releases. Develop and maintain program schedules that incorporate supplier lead times and hardware-specific development milestones. Apply Scrum best practices tailored for hardware.

  • Stakeholder Collaboration: Partner with Product Managers to align roadmaps, and with Engineering teams (hardware, firmware, electronics, mechanical) to create plans and schedules. Collaborate with software Program Managers delivering SaaS products. Share schedules and status with executive management. Ensure strong cross-functional communication with operations, QA, marketing, and sales.

  • Risk Management: Proactively identify and escalate risks and develop mitigation strategies across engineering, certification, supply chain, and delivery.

  • Tools & Reporting: Use Jira and Confluence to track and report delivery schedules, dependencies, and risks. Create dashboards for leadership visibility.

  • Supplier & Manufacturing Management: Coordinate with overseas suppliers, JDMs, OEMs, and manufacturing partners on deliverables, quality, and timelines. Oversee procurement and supply chain dependencies.

  • Certification & Compliance: Support external testing and regulatory processes (e.g., FCC, UL, CE, ISO) to ensure certification and compliance.

  • Continuous Improvement: Review and update internal processes for product delivery. Foster a culture of continuous improvement by refining processes and applying lessons learned across hardware programs.

Qualifications

  • Bachelor's degree in Engineering, Project Management, or relevant field; Master's degree is a plus.

  • Minimum 5+ years of proven program management experience within a company that designs and manufactures electronic hardware or works directly with OEM/ODM providers. Experience must include managing the design and development lifecycle of products designed from the ground up, not IT infrastructure, software, or off-the-shelf product installation.

  • Demonstrated success in leading hardware products through a formal New Product Introduction (NPI) or Phase-Gate process, including managing critical gates like Engineering Validation Test (EVT), Design Validation Test (DVT), and Production Validation Test (PVT).

  • Proficiency in managing and tracking complex Bills of Material (BOMs) and Engineering Change Orders (ECOs/ECNs) throughout the product lifecycle.

  • Physical access control industry experience (RFID readers, controllers, IP cameras, smart locks, intrusion systems) strongly preferred.

  • Strong knowledge of hardware delivery timelines and Scrum best practices for hardware development.

  • Familiarity with regulatory testing and certification processes (FCC, UL, CE, safety, compliance).

  • Strong sense of ownership with a bias toward getting results while collaborating with team members.

  • Proven experience working with suppliers/manufacturers and managing hardware supply chain dependencies with USA or overseas organizations.

  • PMP, PgMP, or Agile certification is highly preferred.

  • Skilled in Jira and Confluence, or similar, for schedule and requirements management.

  • Strong leadership, analytical, and problem-solving skills with a proven track record of risk identification and mitigation.

  • Excellent cross-functional communication skills across product management, engineering, operations, QA, and sales.
