FCC Training & Exercise Specialist
The FCC Training & Exercise Specialist will provide exercise support to the Bureau of Medicine and Surgery N45 Mission Assurance Office. This position provides emergency management training and exercise planning, execution, and evaluation functions. The role supports development of standard operating procedures, concepts of operations, implementation plans, training materials, and after-action reports.
In this role you will….
  • Develop annual FCC Training Plan.
  • Maintain Individual Training Records for FCC Staff.
  • Coordinate with DoW/NDMS/FEMA/HHS/BUMED on training requirements.
  • Identify training gaps and corrective actions.
  • Coordinate Reserve and Active Component integration training.
  • Ensure compliance with BUMEDINST 3440.10C and applicable DoW Directives.
  • Experience coordinating and evaluating emergency management exercises (tabletop, full-scale).  
  • Develop training materials, after-action reports, and exercise planning packages.
  • Support training initiatives for watch standers, CAT, and FCC personnel.
  • Additional duties as assigned
Experience Requirements:
  • Minimum of three (3) years of experience planning, coordinating, conducting, and evaluating emergency management, healthcare, military, or NDMS training and exercises.
  • Demonstrated knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP), National Incident Management System (NIMS), Incident Command System (ICS), Continuity of Operations (COOP), and Federal Coordinating Center (FCC) operations.
  • Capability to produce federally compliant after-action documentation.
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years.
Desired Experience: 
  • Prior experience supporting:
    • Navy Medicine, Defense Health Agency, or Department of Defense headquarters policy efforts
    • Emergency management or mission assurance programs
  • Familiarity with:
    • Navy staffing, coordination, and policy approval processes
    • Federal Coordinating Center and Patient Reception Station plans
  • HSEEP/JELC experience
  • Homeland Security Exercise and Evaluation Program training
  • Federal Emergency Management Agency Incident Command System training
Education Requirements:
  • Bachelor’s degree in emergency management, Security Studies, or related field.
  • Minimum 7 years of relevant experience, or 10 years in lieu of a degree.
Security Clearance Requirements:
  • Active Secret security clearance. 
Other Requirements:
  • May be required to move equipment/files weighing up to 50 pounds
  • May require sedentary work at least 50% of the time
  • Reports to a physical location which occasionally requires the ability to traverse between buildings
  • Ability to manage stress with a high degree of maturity/professionalism
  • Demonstrated critical thinking and leadership skills and the ability to work well with others
  • Effective verbal and written communication skills
