Job description

SUMMARY:

The Site Safety & Health Officer (SSHO) is responsible for developing, implementing, and administering all aspects of the Project Safety and Health Program for construction projects performed under contracts with the U.S. Army Corps of Engineers (USACE). The SSHO serves as the contractor's on-site safety representative and has the authority to enforce all safety requirements, stop unsafe work, and ensure full compliance with EM 385-1-1, OSHA regulations, project specifications, and company safety policies.
The SSHO works closely with the Project Manager, Superintendent, Quality Control Manager, subcontractors, and USACE personnel to maintain a safe work environment while supporting successful project execution.


ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to:


  • Develop, implement, and maintain the project Accident Prevention Plan (APP).
  • Ensure compliance with USACE EM 385-1-1 Safety and Health Requirements Manual.
  • Administer all OSHA, federal, state, local, and company safety requirements.
  • Maintain all required safety documentation and project safety files.
  • Update safety plans as project conditions change.
  • Ensure subcontractor compliance with all safety requirements.


Daily Field Safety:


  • Conduct daily job-site safety inspections.
  • Identify unsafe conditions and initiate corrective actions.
  • Possess full authority to stop work whenever imminent danger exists.
  • Verify proper housekeeping throughout the project.
  • Monitor all work activities for compliance with approved Activity Hazard Analyses
  • Ensure all employees utilize proper Personal Protective Equipment (PPE).

Activity Hazard Analyses (AHAs):


  • Develop and review AHAs for all definable features of work.
  • Conduct pre-task planning meetings.
  • Ensure employees understand hazards and mitigation measures.
  • Revise AHAs whenever work methods change.

  • Lead Weekly toolbox safety meetings
  • Conduct daily pre-task safety briefings
  • Coordinates specialized safety training including:

  • Must be at least 21 years of age
  • Minimum 5 years of construction safety experience.
  • Minimum 3 years serving as SSHO on USACE or federal construction projects (preferred).
  • Thorough knowledge of EM 385-1-1.
  • Ability to interpret construction drawings and specifications.
  • Strong written and verbal communication skills.
  • Excellent organizational and leadership abilities.
  • Ability to work independently while coordinating with project leadership.
