This role serves as the primary interface between construction contractors, system integrators, FAA facility personnel, engineering teams, and program management to ensure construction activities are executed safely, efficiently, and in accordance with FAA requirements, project schedules, quality standards, and operational constraints. The Construction Manager ensures that facility modernization projects supporting deployment of communications, automation, surveillance, networking, and air traffic management technologies are completed on schedule, within budget, and without disruption to National Airspace System (NAS) operationsKey Responsibilities:Manage construction and infrastructure projects supporting BNATCS deployments at FAA facilities, including Air Traffic Control Towers (ATCTs), Terminal Radar Approach Control Facilities (TRACONs), Air Route Traffic Control Centers (ARTCCs), Combined Control Facilities (CCFs), telecommunications facilities, and surveillance sites.Plan and coordinate site surveys, facility assessments, construction readiness reviews, and pre-installation activities.Develop and maintain construction schedules, work plans, phasing strategies, and installation sequencing to support system deployment milestones.Oversee contractors performing renovation, electrical, HVAC, cabling, structural, communications, and equipment installation activities.Ensure compliance with FAA, OSHA, local, state, and federal construction standards, safety requirements, and environmental regulations.Coordinate construction activities with system integration, engineering, cybersecurity, logistics, and operational stakeholders.Review engineering drawings, specifications, submittals, RFIs, change orders, and construction documentation.Monitor project execution, identify risks, resolve construction conflicts, and implement corrective actions to maintain schedule and performance objectives.Conduct site inspections and quality assurance reviews to validate workmanship, materials, and adherence to approved designs.Support configuration management, asset accountability, turnover documentation, and facility acceptance activities.Manage construction-related budgets, contractor performance, resource utilization, and reporting requirements.Lead construction progress meetings and provide status updates to FAA leadership, program management, and BNATCS stakeholders.Coordinate operational impact assessments and outage planning to ensure continuity of NAS services during facility modernization activities.Support commissioning, testing, site acceptance, and transition-to-operations activities following completion of construction work.Required Qualifications:Bachelor's degree in construction management, Engineering, Architecture, Project Management, or a related technical discipline.Minimum of 5 years of experience managing construction, facility modernization, infrastructure deployment, or capital improvement projects.Must reside in the Atlantic City Region, NJ, Washington, DC, or Oklahoma City, OK areaExperience overseeing multiple concurrent construction projects in operational or mission-critical environments.Knowledge of construction management principles, scheduling methodologies, quality control processes, and safety requirements.Experience managing subcontractors, construction vendors, and multidisciplinary project teams.Proficiency with Microsoft Project, Primavera P6, or similar scheduling and project management tools.Strong written and verbal communication skills with the ability to engage executive leadership, technical teams, and operational stakeholders.Ability to travel extensively to project sites nationwide.Preferred Qualifications:Experience supporting FAA, Department of Transportation (DOT), Department of Defense (DoD), or other federal infrastructure programs.Knowledge of NAS facilities, air traffic control operations, telecommunications systems, surveillance systems, or aviation infrastructure.Professional certifications such as PMP, CCM (Certified Construction Manager), PE, or equivalent.Experience managing construction activities in active operational facilities requiring phased implementation and continuity-of-operations planning.Familiarity with FAA Acquisition Management System (AMS), facility engineering standards, and federal construction contracting practices.Security Clearance: Must be able to obtain and maintain a Public Trust clearance.Citizenship/Permanent Residency Requirement: Must be a US CitizenRelocation: Relocation expenses are not offered.
