SPECIALIZED EXPERIENCE FOR GS-14:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes experience that demonstrated legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the Tax Law position.
Examples of qualifying experience include: Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation. Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Work as an accountant, auditor, or investigator that requires application of Federal tax accounting principles and/or the Internal Revenue Code and related laws.
To be qualifying, your experience must include:
- Experience with the Employee Plans Compliance Resolution System programs and the applicable correction principles and procedures to resolve compliance issues in qualified and tax-favored retirement plans.
- Understanding tax law and compliance issues in qualified and tax-favored retirement plans. Applying that understanding to explain policies and positions to senior officials and stakeholders.
- Analyzing and applying tax principles; tax laws and regulations to recommend appropriate courses of action to address compliance issues.
- Understanding of actuarial science is sufficient to recognize problems and recommend courses of action, interpretation of retirement plan provisions, negotiation with and providing assistance to users of IRS correction programs (nationally prominent attorneys, CPA's, etc.), and express findings and conclusions in writing that is clear and comprehensive.
- Planning and carrying out assignments and resolving conflicts that arise. These require, , understanding and developing factual information, performing legal research to evaluate potential effects of decisions or interpretations to arrive at sound conclusions and/or recommendations, supporting and explaining your position, participating in discussions to arrive at sound conclusions and/or recommendations.

You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
