Job Description:
Purpose
The Board of Education of Howard County on behalf of Howard County Public School System (HCPSS) issued this Request for Proposal (RFP) to solicit from established professional services firms to provide qualified personnel on an as needed basis for requirements gathering, solution design, code/report development, testing, and tasks related to release/deployment to deliver system enhancements, dashboards, reports and visualizations.
Scope of Work
Lead development teams and be responsible for the detailed application architecture includes activities of plan, design, development, modification, administration, support, testing, adaption, integration, and implementation of software solutions to all technology initiatives that are of moderate to high complexity levels with integrations.
Lead and develop, maintain and support all database related activities. Provide leadership in relational database management systems, including database design, stored procedures, views, triggers, functions, tables, indexes, data import and export processes, schema creation, data dictionaries, master and meta data management and reporting.
Set standard and develop SQL programming and SQL objects, including stored procedures, views, triggers, functions, tables, indexes. Execute database solutions, ensuring their stability, reliability, and performance, establishing best practices, and working with other developers in optimizing database and applications.
Lead, design, develop, maintain, administer, and support ongoing needs of enterprise business intelligence platform, including the dashboard development, data warehousing data model development, extract transform load(ETL) activates, and reporting and analytical development.
Lead, architect, develop, maintain and support the Enterprise reporting needs, including but not limited to Parameterized, Linked, Snapshot, ad hoc, Click Through, Drill Down, Drill Through and Sub reports. Work directly with business owners in the development of various reports and respond to ad hoc reporting requests. Lead and develop data collection and analysis methods and report production.
Lead data collection methods, data analysis and report production. Ensure a seamless integration of new and existing systems to eliminate potential problems and maintain data structure and integrity.
Provides guidance in the area of user security management, software release management, end user and technical issue troubleshooting, system software upgrade, and dashboard portal design.
Develop business requirements and tools for process development, system enhancements and continuous improvement. Works with groups of users to define needs and translates user requirements. Responsible for ensuring application, database meets business requirements by working with stakeholders and translating user requirements into system requirements.
Provide viable solutions/recommendations leveraging industry standards & best practices, taking into account current environment, disaster recovery, data integrity, and security. Ensuring feasibility by building prototypes. Ensure architecture is effectively and efficiently designed and successfully implemented. Create high and low-level design documents for systems and applications.
Provide training and help to express and unify understanding of architecture.
Experience working with Agile Scrum development in a fast paced highly technical environment.
The number of hours shall be between 20-40 per individual per week.
Candidate Minimum Qualifications
10 Years of experience in Complex Enterprise Application development
10 Years of experience in Microsoft Visual Studio development environment
10 Years of experience in Microsoft .Net development environment
10 Years of experience in application architecture and object-oriented design
10 Years of experience in ASP.NET or VB.Net
5 years of experience in C#.Net with MVC Entity Framework
5 Years of eExperience in .NET Web services (ASP.NET Web Services, WCF, WPF)
5 years of experience in Scripting language VB Script, Java Script
5 years of experience in markup languages HTML, DHTML, XML
10 Years of experience in Relational Database Management System, must include database design, management of meta data, advanced SQL functions in MS SQL Server
10 Years of experience in Microsoft SQL Server
Possess excellent visualization skills and be able to convey customer data in an intuitive and visually compelling way. Experience incorporating best practices around data visualization
5 Years of experience working in Microsoft Business Intelligence Studio
5 Years of experience working with Microsoft SQL Integration Services
Experience in creating and managing ETL packages using SSIS
5 Years of experience working with Microsoft SQL Server Reporting Services
5 years of advanced Microsoft SQL Server Reporting Services reporting development
5 Years of experience in usage of Source Control
Experience in managing and using Team Foundation Service
5 years of Experience in Cascade style sheets
Experience working with bug tracking system
Experience working with collaboration software
Experience working in K-12 Student Information Application System and / or K-12 Learning Management Application System and / or K-12 Data Warehouse Dashboard and report development and / or ERP System
Experience working with an agile, fast paced and highly technical environment
Positive references from other K-12 school systems and/or government organizations.

Experience with Edupoint Synergy Student Information System (SIS) or an equivalent SIS system
Experience with Instructure Canvas Learning Management System (LMS) or an equivalent LMS system
Experience with Power School Unified Insights formerly Hoonuit (DW), a data analytics and data visualization system or an equivalent system
Integrations between SIS, LMS and DW systems
Experience with Bootstrap
