Who is NTE, NTE 35W, and LBJ?
The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County.
The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving.
The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed.

Job Description:
The Business Systems Analyst is a cross-functional role responsible for supporting the organization's business systems, data governance, AI governance, Quality Management System (QMS) platform, reporting, and process improvement initiatives. Serving as a key technical contributor, this position bridges the gap between business needs and technology capabilities. The Analyst will actively build, deploy, and maintain digital solutions-primarily utilizing the Microsoft Power Platform (including Power Apps, Power Automate, and Power BI), Artificial Intelligence (AI) tools, and data integration techniques-to eliminate manual workflows, maintain robust data governance, and ensure regulatory compliance. The Analyst will serve as a powerful resource to concession departments by championing Business Process Improvement (BPI) Projects' driving efficiencies, accuracies, and process automation to increase department's overall effectiveness and value contribution.
Essential Duties and Responsibilities:
Data Management, Reporting, and AI Governance Support
  • Support the development and maintenance of organizational data governance standards, repositories, data integration processes, and reporting structures.
  • Assist in implementing master data management (MDM) practices to reduce data silos and support a single source of truth for key business metrics.
  • Maintain and update the centralized QMS platform, ensuring quality documents, SOPs, KPIs, and improvement projects remain current and accessible.
  • Assist with monitoring AI agent performance and flagging issues for review.
  • Evaluate and engage AI tools to explore automation use cases by gathering requirements, documenting business value, identifying risks, adoption planning, and facilitating the development lifecycle.
  • Ensure system changes follow the requirements outlined in the organization's Toll Services Agreement (TSA) and Comprehensive Development Agreement (CDA)
  • Performing quality assurance checks on software, which includes testing and validating the product developed matches customer requirements.
  • Ensure on time delivery of software deliverables by actively setting deliverable milestones, managing on time completion of milestones, prioritizing activities and anticipating & escalating potential project delays
  • Perform User Acceptance Testing in Pre-Production and aid during Production validation
  • Monitor the deployment of system code changes and provide needed post release assistance to business stakeholders

Business Process Improvement and Systems Analysis
  • Assist in documenting current-state business processes, workflows, and pain points under guidance from senior team members.
  • Lead and facilitate process improvement initiatives driving innovation and improvement by empowering business units to digitize and automate business processes while maintaining necessary oversight and governance (Automation Center of Excellence - Microsoft Power Platform).
  • Support process improvement initiatives using structured methodologies such as Lean, Six Sigma, Kaizen, PDCA, or equivalent continuous improvement approaches.
  • Build and maintain Microsoft Power Platform solutions, including Power Apps, Power Automate, Power BI, and AI-enabled tools.
  • Track and report metrics quantifying the impact of improvement efforts on cost, quality, cycle time, and compliance.
  • Documenting customer requirements, evaluating business process implications, and creation of technical documentation, including specifications, manuals, and plans.

Cross-Functional Collaboration and Support
  • Serve as a consultant to business stakeholders to identify system and process workflow defects and enhancement opportunities
  • Collaborate with department heads, process owners, and end-users to gather detailed technical requirements and translate business goals into functional system specifications.
  • Partner closely with IT teams to ensure all custom-built systems, data integrations, and agent deployments comply with enterprise security, scalability, and operational continuity standards.
  • Assist in preparing project updates, system status reports, risk logs, dashboards, and presentations for leadership.
  • Contribute to a culture of continuous improvement, accountability, innovation, and responsible technology use.
  • All other tasks as assigned

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

  • Working experience with Microsoft Power Platform specifically Power Apps, Power BI, Power Automate
  • Working experience with AI technologies, automation tools, and AI governance frameworks.
  • Experience supporting or participating in cross-functional process improvement initiatives
  • Project/Program Management or experience with coordination of multiple teams in a technology systems environment
