Job description

The Segment Manager for the SR 400 Express Lanes Project will oversee a designated segment of this transformative 16-mile roadway expansion in Atlanta, Georgia. Reporting to the Senior Project Manager or Construction Director, this role is critical to ensuring the successful design, construction, and integration of dynamically tolled express lanes along State Route 400, from McGinnis Ferry Road in Fulton County to McFarland Parkway in Forsyth County. With 15 years of roadway project experience, the Segment Manager will leverage their expertise to manage multidisciplinary teams, coordinate with stakeholders, and deliver their segment on time, within budget, and to the highest quality standards.
This position requires co-location in metro Atlanta and involves collaboration with the Georgia Department of Transportation (GDOT), the State Road and Tollway Authority (SRTA), and other project partners. The SR 400 Express Lanes Project is a high-profile public-private partnership aimed at improving accessibility, travel time reliability, and safety while integrating with the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system.
Key Responsibilities
  • Segment Oversight: Manage all aspects of a specific segment of the SR 400 Express Lanes Project, including planning, design coordination, construction, and quality assurance.
  • Team Leadership: Supervise and coordinate multidisciplinary teams of 5-15 professionals, including engineers, contractors, and inspectors, ensuring alignment with project goals.
  • Stakeholder Coordination: Act as a primary liaison with GDOT, SRTA, local governments, and community stakeholders to address segment-specific needs and impacts.
  • Schedule & Budget Management: Develop and maintain segment-specific schedules and budgets, ensuring milestones are met within the $4.6 billion project framework.
  • Design Integration: Collaborate with the Design Manager to ensure constructability and compliance with GDOT standards, roadway design guidelines (e.g., AASHTO Green Book, MUTCD), and project specifications.
  • Construction Execution: Oversee roadway construction activities, including grading, paving, bridge work, and express lane infrastructure, while minimizing environmental and community disruption.
  • Traffic Management: Plan and implement traffic accommodations and control measures during construction to maintain safety and mobility along SR 400.
  • Quality & Compliance: Work with the Independent Quality Firm (EXP) to ensure segment deliverables meet safety, quality, and regulatory requirements, including Disadvantaged Business Enterprise (DBE) goals.
  • Risk Mitigation: Identify and resolve segment-specific challenges, such as utility conflicts or design changes, in coordination with senior leadership and the engineer of record.
  • Reporting: Provide regular updates to the Senior Project Manager and consortium leadership on segment progress, risks, and performance metrics.
Qualifications
  • Experience: Minimum of 15 years of progressive experience in roadway projects, with a proven track record managing large-scale infrastructure initiatives (e.g., highways, expressways, or toll roads).
  • Education: Bachelor's degree in Civil Engineering, Construction Management, or a related field (or equivalent experience).
  • Technical Expertise:
    • Strong knowledge of roadway design and construction practices, including GDOT standards, FHWA guidelines, and urban transportation projects.
    • Experience with express lane systems, dynamic tolling, or transit-integrated roadway projects is a plus.
  • Leadership: Demonstrated ability to lead complex, multidisciplinary teams on projects valued over $100 million, with at least 5 years in a supervisory or managerial role.
  • Location: Must reside in or relocate to metro Atlanta for the project duration (approximately 5-7 years, including design and construction phases).
  • Certifications: Professional Engineer (PE) license in Georgia or eligibility to obtain via reciprocity is preferred.
  • Skills:
    • Excellent project management, communication, and problem-solving abilities.
    • Proficiency with project management software (e.g., Primavera P6, MS Project) and engineering design tools.
    • Ability to manage client relationships and navigate public-private partnership dynamics.
