Job description

Meta's Global Trade Operations team partners with internal business units and external stakeholders to enable fast, compliant, and efficient cross-border movement of goods and transfers of software and technology. We support Meta's product teams and Infrastructure, Reality Labs, and Enterprise supply chains, and work closely with Legal, Tax, Engineering, and Finance to build sustainable, scalable trade compliance practices for a rapidly growing global footprint. Trade Operations sits within Meta's Global Scaled Compliance Operations (GSCO) team and is responsible for operationalizing trade compliance programs at scale—building and sustaining the processes, systems, controls, and metrics that enable Meta to move goods and transfer software, and technology, compliantly and efficiently.This Export Controls Program Lead, Intangibles will serve as the strategic architect and program owner for Meta's software and technology export controls compliance program within Trade Operations. This individual contributor will be responsible for the execution and continuous improvement of the end-to-end program —processes, systems, controls, and metrics—that enables Meta to manage export control compliance obligations for intangible transfers at scale. This role requires deep expertise in the U.S. and non-U.S. export controls regulations with a proven ability to build scalable compliance programs and drive strategic improvements across cross-functional teams. This role requires an individual who can exercise sound independent judgment and translate emerging regulatory trends and policy signals into proactive operational changes.
Export Controls Program Lead, Intangibles Responsibilities:
  • Define and own the strategic vision and roadmap for Meta's intangibles compliance program, including classification, licensing, deemed exports, and technology transfer controls
  • Develop the operating model for intangibles compliance, defining roles, responsibilities, and handoff points between Trade Legal, Trade Operations, and Engineering stakeholders
  • Partner with Engineering and Trade Operations systems teams to define requirements and drive implementation of automated case management, classification tracking, and compliance monitoring tools
  • Design and implement automation controls to reduce operational workload and processing times, targeting measurable reductions in manual review requirements
  • Build and enhance scalable process documentation including SOPs, desktop procedures, decision trees, and escalation protocols that enable consistent execution across geographies and team members
  • Serve as the technical authority on export classification for Meta's software and technology, including custom silicon, AI/ML technologies, software/APIs, infrastructure components, and encryption
  • Manage Meta's deemed export compliance program
  • Provide strategic guidance on export classification determinations, license exception applicability, deemed export requirements, and CCATS/license application strategy
  • Monitor the complex/ambiguous global regulatory landscape and proactively assess impacts of regulatory changes on Meta's intangibles program, translating policy shifts into operational requirements
  • Develop and manage program metrics and executive reporting that provide visibility into program health, risk posture, and operational performance
  • Lead enterprise-wide risk assessments for intangible technology transfers, identifying gaps and building remediation plans. Present findings, risks, and recommendations to leadership
  • Mentor team members and provide coaching to cross-functional partners on intangibles compliance matters
  • Partner with Legal Risk Management (LRM) to document compliance controls, ensuring alignment with enterprise risk frameworks and audit readiness
  • Demonstrate accountability and proactive problem-solving across areas of responsibility

Minimum Qualifications:
  • 10+ years of experience in export controls compliance in a global corporate environment, with demonstrated expertise in U.S. export classification under the EAR with a focus on software and technology controls
  • Significant experience classifying and reviewing authorization requirements for items controlled under EAR Category 3 and Category 5, Part 2
  • Bachelor's degree in business, law, engineering, or related discipline
  • Due to export control laws and regulations applicable to this role, candidates must be a U.S. citizen or national, U.S. permanent resident (i.e., current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum
  • Demonstrated experience working directly with engineering/product teams to determine export controls requirements for technology and software
  • Demonstrated experience designing and building export controls compliance programs, processes, or systems (not just operating within existing frameworks)
  • Demonstrated experience standing up scalable compliance workflows, including requirements definition for case management, classification tracking, or compliance automation tools
  • Proven track record of leading cross-functional trade compliance projects in a fast-paced, global environment
  • Program/project management experience with a track record of driving complex initiatives from concept through implementation
  • Proven ability to influence and align senior stakeholders (Legal, Engineering, Product) without direct authority
  • Experience presenting to leadership
  • Ability to work independently with minimal supervision
  • Willingness to travel as required

Preferred Qualifications:
  • Experience engaging with external regulatory bodies
  • Experience with non-U.S. export control regimes (Wassenaar Arrangement, EU Dual-Use Regulation, UK Strategic Export Controls)
  • Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
  • Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
  • Experience with ITAR compliance including classification, authorizations, and recordkeeping
  • Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
  • Experience at a large technology company managing export controls for AI/ML, encryption, custom silicon, or advanced computing technologies
  • Experience with SNAP-R and BIS license applications, CCATS filings, and encryption review processes
