Innovation At Work, Inc. is seeking a Substance Abuse Program Coordinator to provide administrative, logistical, and technical support for the Marine Corps Substance Abuse Program in support of the II Marine Expeditionary Force Support Battalion (II MSB) at Camp Lejeune, North Carolina.


This position supports the Government-appointed Substance Abuse Control Officer (SACO) by coordinating administrative activities associated with the unit's substance abuse prevention and drug testing program. The employee will perform program coordination, compliance tracking, scheduling, records management, reporting, and logistical support while ensuring compliance with Department of Defense, Department of the Navy, and Marine Corps policies.

The position is a full-time, on-site role requiring professionalism, confidentiality, attention to detail, and the ability to manage multiple priorities in a military environment.

Requirements

Essential Duties

  • Coordinate administrative activities supporting the Marine Corps Substance Abuse Program.
  • Schedule and coordinate drug testing events.
  • Prepare specimen labels, manifests, and testing documentation.
  • Maintain drug testing records, databases, and program files.
  • Compile statistical reports, performance metrics, and compliance reports.
  • Track annual training completion and unit compliance requirements.
  • Coordinate administrative aspects of the Medical Review Process.
  • Maintain liaison with the Navy Drug Screening Laboratory regarding logistical matters.
  • Maintain inventories and calibration records for breath alcohol testing equipment.
  • Maintain Standard Operating Procedures (SOPs), policy files, and administrative checklists.
  • Schedule training events and coordinate facility usage.
  • Prepare weekly and monthly reports.
  • Participate in weekly coordination meetings.
  • Assist with transition planning, documentation management, and quality control activities.
  • Perform additional administrative duties directly related to the Substance Abuse Program as assigned.


Minimum Qualifications

  • High school diploma or GED required.
  • Associate's degree preferred.
  • Minimum three (3) years of administrative or program coordination experience.
  • Experience supporting Department of Defense, federal, military, healthcare, or regulated compliance programs preferred.
  • Strong organizational, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Proficient with Microsoft Office Suite.
  • Ability to maintain confidential and sensitive information.
  • Ability to obtain and maintain access to Marine Corps Base Camp Lejeune.

Preferred Qualifications

  • Experience supporting military drug testing or substance abuse programs.
  • SACO, UPC, or ASP-C certification preferred but not required.
  • Knowledge of DoDI 1010.01, DoDI 1010.16, SECNAV 5300.28E, and MCO 5300.17 preferred.
  • Experience preparing reports, maintaining compliance records, and coordinating training activities.

The solicitation confirms these certifications are preferred, and the Government may provide the necessary training after award if the selected employee does not already possess them.ย 


Physical Requirements

  • Ability to sit for extended periods.
  • Ability to lift up to 25 pounds.
  • Ability to move throughout office and training facilities.
  • Ability to use standard office equipment.
  • Occasional travel between designated work locations on Camp Lejeune.
