Position Title: Exercise Analyst

Customer: U.S. Marine Corps (I Marine Expeditionary Force – I MEF)

Location: Marine Corps Base Camp Pendleton, California

GC Associates requires an Exercise Analyst to provide Joint/Combined Training and Joint Exercise Life Cycle (JELC) support. The technical monitor for this task is the Deputy G 37, I MEF.

DUTIES AND RESPONSIBILITIES:

The Exercise Analyst must have experience in and be able to complete all functions of the position while under minimal to no supervision in the following areas:

•Conduct analysis on the I MEF exercise planning process in accordance with (a) the IMEF MAGTF Development Program and (b) the I MEF exercise standing operating procedure. Provide guidance and recommendations on revising both foundational documents.

•Provide guidance and conduct planning of I MEF, Service, Naval, and Joint exercises and Bilateral/Multilateral events, as well as exercise/event support with a focus on improving force readiness for contingency and crisis operations and deployments. Complete exercise assessments plans, Exercise/Event Plans of Action and Milestones, Exercise Support Briefs, Exercise Support Observation Reports/Recommendations, as required, Exercise After Action Reviews, and Training/Education Program Analysis Reports.

•Provide SME support on Naval and Joint exercise design, to include the intricacies of theater Security Cooperation, in order to support all elements of the I MEF MAGTF. This support will include coordination with relevant higher, adjacent, and coalition force planners and analysts in support of any given I MEF exercise/event.

•Provide SME support to internal I MEF exercise/event processes to include (a)development of design and implementation of exercise storylines, vignettes, and Master Scenario Events Lists and (b) management of "dynamic scripting" during the exercise.

•Conduct analysis of technical and logistical data during exercise life cycles, specifically focusing on recommendations to leverage good practices in support of OPLAN/CONPLAN and theater/service specific objectives. Deliver the Operational Plan (OPLAN) Recommendation Report.

•Assist with the development of exercise-control recommendations for I MEF's efforts to plan and execute MEF/MEF (Forward)-level exercises without support from external exercise-design-and-control organizations.

• Draft official correspondence related to exercise design in support of I MEF Response to Official Correspondence.

• Draft and send I MEF TASKORD/OPORD/Deployment Information Messages as described in the deliverable table.

• For events that the PFM or their designee request support, provide all requested pre-event planning products as described in the deliverable table.

• Support the documentation of conferences, working groups, and meetings through Conference/Working Group/Meeting Reports.

• Provide training courseware and instruction development for I MEF as required by the deliverable table.

• Document trips through Trip Reports as described in the deliverable table.

• Create drafts of information papers, point papers, briefs, and other routine staff products (typically administrative or informational products) as requested by the Government.

• Provide the I MEF Planners' Huddle Products Direction and I MEF G-3 Huddle Products Direction as required by the deliverable table.

REQUIRED SKILLS AND QUALIFICATIONS FOR THE POSITION:


• Active Secret security clearance
• Experience supporting military exercises, training events, or operational planning at the Service, Joint, or Combatant Command level
• Familiarity with the Joint Exercise Life Cycle (JELC) and exercise planning processes
• Experience developing military planning documents, assessments, reports, briefs, and official correspondence
• Strong written and verbal communication skills
• Ability to coordinate with government, contractor, and multinational stakeholders
