Job description

The Senior Operations Research Analyst provides advanced analytical support to the Air Force's Small Business Programs mission by developing models, tools, and decision frameworks that inform leadership priorities, resource planning, industrial base analysis, and small business performance outcomes.
This role serves as the lead analyst for quantitative decision support, integrating data from multiple Air Force and DoD systems to deliver insights, forecasts, and recommendations that enhance small business engagement, acquisition effectiveness, and enterprise performance.
Key Responsibilities
Data Analysis & Modeling
  • Develop analytical models, forecasting tools, and simulations to support strategic planning and decision-making.
  • Analyze large and complex datasets to identify trends, risks, gaps, and opportunities related to small business performance and industrial base health.
  • Support development of metrics, benchmarks, and performance indicators used to assess program effectiveness.
Decision Support
  • Prepare executive-level analytical briefings, reports, and recommendations for senior leadership.
  • Translate quantitative findings into actionable insights that guide policy, planning, and resource allocation.
  • Provide analytical support for enterprise initiatives, strategic reviews, and mission-related studies.
Acquisition & Industrial Base Insight
  • Assess impacts of policies, budgeting shifts, or program priorities on small business engagement across Air Force portfolios.
  • Conduct analysis related to acquisition outcomes, vendor participation, workforce capacity, and market competition.
Data Integration & Tools
  • Work with data systems, dashboards, and reporting tools to gather, clean, validate, and visualize information.
  • Collaborate with IT, BI, and data engineering staff to improve data accessibility and reporting capabilities.
Collaboration & Stakeholder Engagement
  • Coordinate with government subject matter experts, senior officials, program managers, and mission partners.
  • Support working groups, review sessions, and strategic planning meetings.
  • Provide technical expertise to cross-functional teams involved in analytics, process improvement, and outreach.
Quality, Accuracy & Documentation
  • Ensure analytical outputs meet accuracy and completeness requirements.
  • Maintain traceability of data sources, methods, assumptions, and analytical artifacts.

Requirements
  • Bachelor's degree in Operations Research, Mathematics, Statistics, Engineering, Economics, or related field; Master's preferred.
  • 10+ years of experience in operations research, quantitative analysis, or decision analytics.
  • Demonstrated experience supporting DoD, Air Force, or federal programs at the enterprise level.
  • Advanced skills in statistical modeling, forecasting, optimization, or simulation.
  • Proficiency in analytical tools such as Python, R, MATLAB, SAS, SQL, Power BI, Tableau, or similar platforms.
  • Strong ability to synthesize complex data into executive-ready insights.
  • Secret clearance
