QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-15: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal Government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.
Specialized experience for this position includes:

• Experience serving as a trusted advisor to the executive on administrative, operational, and cross-organizational coordination matters impacting Internal Revenue Service (IRS) and departmental priorities, being the central coordination point between the executive office, external partners and interagency partners on sensitive and high-priority matters, and representing the Chief executive, as appropriate, and represent executive in internal coordination meetings and senior-level discussions focused on execution, alignment, and operational follow-through.
• Experience with management principles, theories, and practices and their applicability to IRS' programs, functions, objectives, and the development of long-term strategic plans incorporating short-term and long-term goals. Identify operational gaps, process inefficiencies, and coordination challenges; recommend and implement solutions to improve organizational effectiveness, responsiveness, and execution discipline.
• Experience communicating both orally and in writing with internal and external stakeholders to persuade implementation of substantial changes in agency resources and established procedures. Synthesize input from senior leadership, interagency partners, and external stakeholders into clear, concise, and actionable recommendations. Preparing agency directives, service-wide policy statements, briefing documents, status reports, and other written guidelines and recommendations.
• Experience overseeing, coordinating and conducting the development of briefing material, presentations and negotiations on technical problems, outcomes, and recommendations to gain cooperation from top IRS officials and other top officials at federal, state, local, and non-government organizations to improve services provided, ensuring accuracy, consistency, and alignment with strategic objectives. Establish and maintain effective relationships to gain confidence and cooperation of supervisors, managers, and co-workers to accept proposals.

You must also meet the following requirement(s):

• TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens"
• TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
