UI Inspire Program Manager
The Georgia Department of Labor (GDOL) seeks a Senior Program Manager to lead delivery oversight and coordination for the UI Inspire Modernization Program, transforming Unemployment Insurance (UI) Benefits, Tax, and Appeals systems. The PM will work with GDOL leadership, GTA, vendors, and stakeholders to ensure successful implementation, federal readiness, and September 2026 go-live, followed by operational transition.
Key Responsibilities
- Lead planning, execution, monitoring, and delivery of the UI Inspire modernization program.
- Coordinate Benefits, Tax, Appeals, vendor, and agency workstreams.
- Manage integrated schedules, milestones, risks, dependencies, and project budget.
- Oversee testing, UAT, data migration, security, performance testing, and production readiness.
- Serve as primary liaison between GDOL, GTA, vendors, and stakeholders.
- Monitor vendor performance, issue resolution, delivery risks, and accelerated development/testing initiatives, including AI-assisted approaches.
- Coordinate federal readiness activities and compliance with UI modernization guidance (including UIPL 11-18 Change 2).
- Ensure completion of readiness artifacts, including:
- End-to-end business scenario validation
- Data reconciliation validation
- External interface certification
- Load/performance testing
- Operational readiness and training validation
- Prepare federal certification documentation.
- Facilitate governance meetings, executive briefings, steering committees, status reporting, issue escalation, and decision tracking.
- Coordinate implementation readiness, go-live planning, cutover activities, rollback procedures, and post-production stabilization.
- Support organizational change management, train-the-trainer programs, end-user training, and operational readiness across business units.
Required Qualifications
- Bachelor’s degree in Information Systems, Computer Science, Business Administration, Public Administration, or related field.
- 10+ years managing large-scale IT modernization or enterprise system implementations.
- Experience leading government technology modernization initiatives, preferably in Unemployment Insurance, Workforce Systems, or Human Services.
- Experience supporting State UI modernization programs.
- Experience in multi-vendor environments and state technology governance frameworks.
- Strong knowledge of Agile, Hybrid, and Iterative delivery methodologies.
- Experience managing development, testing, data migration, implementation readiness, and cloud-based/enterprise platform implementations.
- Familiarity with federal certification processes and UI system readiness requirements.
- Experience with public-sector governance and executive oversight structures.
- Active PMP, PMI-ACP, or equivalent Project Management certification.
- Active PgMP certification.
