Term: 13-month initial contract (Current cycle end date: September 30, 2027).
SUMMARY:
The Project Director serves as the Institutional Strategist and Compliance Officer for the College's Office on Violence Against Women (OVW) Campus Grant. This specialized role focuses on the high-level administrative, fiscal, and logistical management of the grant, ensuring total compliance with federal mandates and seamless communication with the federal OVW Grant Manager.
Rather than executing day-to-day event planning, the Project Director designs and oversees a structured, "staff-led, peer-executed" prevention model. The Director provides rigorous training, trauma-informed guardrails, and programmatic oversight to a select student peer-education cohort tasked with delivering campus-wide awareness campaigns. Additionally, the Director chairs the Coordinated Community Response Team (CCRT), leads institutional policy revisions, and acts as the principal author for the grant's competitive renewal and future funding cycles.
This position reports to the Director of Counseling, with executive oversight and strategic guidance provided by the Assistant Provost, the Chief Dean of Students, and the campus grant management team.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following statements reflect the general responsibilities of the position and should not be construed as a detailed description of all the work requirements that may be inherent in this position. To perform this job successfully, an individual must perform each essential duty satisfactorily.
1. Grant Management & Federal Compliance (40%)
  • Serves as the primary system user for JustGrants; collaborates directly with the Grants Accountant to manage fiscal drawdowns, monitor expenditures, and maintain rigorous budget oversight.
  • Manages the comprehensive grant budget, tracking expenditures, ensuring fiscal accountability, and processing timely budget modifications in alignment with federal and College regulations.
  • Compiles, verifies, and submits all required federal documentations, including semi-annual progress reports and Financial Status Reports (FFRs), maintaining clean communication and strong rapport with the federal OVW Grant Manager.
  • Monitors the execution of the approved OVW Strategic Plan, tracking timeline deliverables and managing formal programmatic amendments.
  • Attends mandatory OVW Technical Assistance (TA) conferences and training institutes as required by the federal grant manager (requires occasional travel, approximately 5-10%).

2. Strategic Oversight of Peer Education (25%)
  • Recruits, trains, and mentors a designated student peer-education group tasked with delivering non-confidential, public-facing campus awareness and prevention programming (e.g., bystander intervention, tabling, awareness months).
  • Establishes strict programmatic and legal guardrails for the student cohort, vetting all presentation materials to ensure alignment with OVW compliance, Clery Act definitions, and Title IX reporting mandates.
  • Provides trauma-informed oversight during student-facilitated workshops, serving as the professional on-call safety net to handle disclosure management, crisis containment, and immediate warm handoffs to confidential advocates.
  • Acts as the primary institutional liaison and advocate for the student peer-education cohort; navigates campus bureaucracy to clear administrative hurdles, secure physical spaces, and negotiate collaborative programming partnerships with student affairs, residential life, and athletics, allowing students to focus strictly on peer-to-peer delivery.
  • Aggregates and maintains precise data tracking systems for student-led metrics, including attendance logs and campus completion records for mandatory prevention programs.

3. Sustainability & Grantwriting (20%)
  • Serves as the principal investigator/primary author for the competitive renewal of the OVW Campus Grant for the next funding cycle to secure programmatic continuity past September 2027.
  • Identifies, drafts, and submits supplemental federal, state, or private grant applications to ensure the long-term sustainability of the campus's Domestic Violence, Dating Violence, Sexual Assault, and Stalking (DVDVSAS) response infrastructure.
  • Develops data-driven narratives and sustainability plans based on the measurable outcomes achieved during the current grant cycle.

4. Coordinated Community Response, Policy, & Institutional Integration (15%)
  • Convenes, coordinates, and chairs the campus Coordinated Community Response Team (CCRT), ensuring robust participation from institutional leadership, faculty, students, public safety, and local community-based victim service agencies.
  • Leads the CCRT in evaluating current campus policies and disciplinary procedures regarding DVDVSAS, delivering strategic recommendations to College executive leadership.
  • Coordinates specialized, high-level training for institutional personnel involved in disciplinary, investigative, and public safety activities, ensuring compliance with evolving federal guidelines.
  • Serves as the designated professional bridge between academic affairs, student conduct, campus public safety, and student health services; actively aligns disparate departmental policies to ensure a seamless, trauma-informed response network.
  • Leverages professional staff status to build formal, high-level memorandum of understandings (MOUs) and workflows across campus units (e.g., Athletics, Student Organizations, Orientation Teams, and Human Resources) to structurally integrate education into mandatory institutional timelines.
  • Provides specialized technical assistance and trauma-informed guidance to the Student Conduct office regarding the adjudication of non-Title IX domestic violence, dating violence, sexual assault, and stalking cases; assists in training standard conduct hearing officers to ensure institutional responses remain compliant with best practices.

QUALIFICATIONS:
The requirements listed below represent the knowledge, skill, and/or ability required. Some evening and weekend hours as needed and will include occasional travel for required training sessions.
Education and Experience:
  • Required: Bachelor's degree in Higher Education Administration, Public Administration, Criminal Justice, or a related field with 5+ years of relevant grant-management experience.
  • Preferred: Master of Public Health (MPH), Master of Social Work (MSW), or Master of Criminal Justice (MCJ). The structural design of this position is highly suited for macro-practice social workers, public health strategists, or criminal justice professionals specializing in institutional policy, federal compliance, and victim-centered systemic responses.
  • Experience: Minimum of three (3) years of professional experience working within a higher education ecosystem or an established victim-services agency. A combination of education and experience can be considered.
  • Demonstrated experience navigating federal grant portals (JustGrants, Grant Solutions, or SAM.gov) and managing complex, multi-dimensional project budgets.
  • Proven track record of successful grant writing, proposal development, or program sustainability planning.

Knowledge, Skills, and Abilities
  • Subject Matter Expertise: Deep professional knowledge of DVDVSAS dynamics, trauma-informed care practices, Title IX regulations, and Clery Act compliance.
  • Leadership & Group Facilitation: Ability to provide clinical/professional boundaries and mentorship to undergraduate or graduate student cohorts, mitigating risks associated with secondary traumatic stress.
  • Strategic Communication: Exceptional technical writing skills for federal reporting and grant design; strong administrative diplomacy required to interface between federal oversight, college executives, law enforcement, and community partners.
  • Technical Proficiency: Advanced working knowledge of Google Suite, project management platforms, and financial tracking systems.
