Position Description & Qualifications Serco is looking for a OQE Manager that will serve as the central authority for validation, tracking, and adjudication of all Objective Quality Evidence associated with Alteration Installation Teams (AIT) and post-delivery test events. This role ensures that all work completed during availabilities is properly documented, meets contractual and technical requirements, and is audit-ready for government review. The position will also own development and execution of the AIT Consolidated Test and Inspection Plan (TIP) framework.

Key Responsibilities: AIT OQE Oversight * Lead the collection, validation, and submission of all OQE generated by AITs across LPD and LHA platforms * Verify all required OQE is complete, accurate, and compliant with contract data requirements and applicable NAVSEA standards * Ensure OQE is properly mapped and traceable to specific work items, test procedures, and TIP requirements * Interface with shipyard, SUPSHIP, and program office stakeholders to resolve OQE discrepancies and deficiencies * Maintain centralized tracking tools to provide real-time status of OQE completion across all work items. AIT Consolidated Test & Inspection Plan (TIP) Management * Develop, maintain, and manage the AIT Consolidated Test and Inspection Plan (TIP) across all assigned availabilities * Ensure all AIT work items are properly captured within the TIP with clear inspection and test requirements * Verify each TIP is fully populated with required checkpoints, acceptance criteria, and associated OQE * Ensure alignment between TIP execution, test procedures, and Trial Card generation * Continuously update TIP status to reflect execution progress and completion metrics * Document, maintain, and track exceptions to installs. Trial Card Management (BTs, ATs, FCTs) * Manage the full lifecycle of Trial Cards generated during Builder's Trials (BTs), Acceptance Trials (ATs), and Final Contract Trials (FCTs) * Coordinate with test conductors, waterfront teams, and ship's force to ensure accurate documentation of discrepancies * Track Trial Card resolution status, ensuring closure actions are properly documented and supported by OQE * Facilitate adjudication meetings and provide status reporting to leadership and stakeholders * Ensure all Trial Cards are closed or properly dispositioned prior to key milestone events.

Deckplate Support / AIT Integration * Provide direct support to the AIT Deckplate Lead as required to ensure execution alignment between installation, testing, and documentation * Assist in troubleshooting OQE gaps, test execution issues, and documentation discrepancies at the waterfront level Coordination & Reporting * Serve as the primary liaison between AIT teams, technical authorities, and program stakeholders for all OQE, TIP, and Trial Card matters * Provide routine status briefs, including risk areas, delinquent OQE, TIP completion status, and Trial Card trends * Identify systemic issues and recommend process improvements to enhance OQE quality and trial execution efficiency To be successful in this role, you will have: * A HS Diploma/GED. * A minimum of 5 years of experience. * An active Secret security clearance.

* The ability to travel 50% of the time. * Demonstrated experience supporting LPD and/or LHA class ships, preferably in post-delivery or PSA environments. * Strong working knowledge of AIT processes, waterfront operations, and naval ship test programs.

* Proven experience managing OQE documentation, Test and Inspection Plans (TIPs), and Trial Card processes across BTs, ATs, and FCTs. * Familiarity with NAVSEA requirements, data item descriptions (DIDs), and quality assurance frameworks. * Ability to manage multiple stakeholders in a high operational tempo environment.

* Proficiency with tracking tools (e.g., Excel-based trackers, databases, or program-specific systems).
