Job description

About KCE

For more than 50 years, KCE has built its reputation on strong relationships, quality work, and the people behind it. We are a locally rooted civil engineering and surveying firm serving communities throughout the Lehigh Valley and Pocono Regions.

At KCE, we want employees to build a career, not just fill a position. We value the experience each person brings, encourage employees to contribute their ideas and expertise, and provide opportunities to take on a variety of work and increasing responsibility. For some employees, that journey may also include the opportunity to become a KCE shareholder and help shape the company's future.

Serve with Purpose. Help Shape the Communities Around You.

If you are a civil engineer who enjoys building relationships with municipal officials, solving community infrastructure challenges, and seeing projects move from planning through construction, KCE may be the right next step for you.

We are looking for a Municipal Engineer to join our team in Allentown. In this role, you will partner with municipalities on a variety of assignments, including subdivision and land development reviews, roadway and stormwater improvements, sanitary sewer projects, public facilities, grant-funded initiatives, and long-range capital planning.

What Makes This Role Different

Municipal engineering at KCE is about more than completing technical work. You will build trusted relationships with local officials, residents, developers, contractors, and regulatory agencies while helping communities make practical, well-informed decisions. We are looking for someone who brings sound technical judgment, communicates clearly, and understands the importance of responsive service.

Position Details

  • Full-time position based out of our Allentown office
  • Monday through Friday schedule
  • Flexibility in work schedules, with limited remote work opportunities based on position, project and team needs
  • Paid overtime
  • Local travel for project sites and municipal meetings, including occasional evening meetings

Why Join KCE?

  • Local company with more than 50 years of experience serving our communities
  • Work-life balance is a core value at KCE
  • Competitive hourly pay based on experience, plus paid overtime
  • Opportunities to take on meaningful work and greater responsibility
  • Flexible schedules, remote work possibilities, and a casual, down-to-earth work environment
  • Comprehensive medical plan options, including HDHP/HSA and traditional plans
  • Employer-paid life and disability insurance with voluntary life options
  • Dental and vision coverage
  • 401(k) with company match, including Traditional and Roth options
  • Paid vacation, sick days, and nine paid holidays
  • Paid parental leave
  • Flexible Spending Accounts (FSA)
  • Employee Assistance Program (EAP)
  • Tuition Reimbursement Program
  • Company events and team-building activities

What You Will Do

As a Municipal Engineer on our team, you will provide practical, responsive engineering support while helping municipal clients plan improvements, review development activity, and serve their communities.

  • Review subdivision and land development plans for compliance with municipal ordinances and the Pennsylvania Municipalities Planning Code.
  • Plan, design, and manage public improvement projects involving roadways, stormwater systems, sanitary sewers, recreational facilities, and other municipal infrastructure.
  • Conduct field evaluations and prepare engineering reports, recommendations, and presentations for municipal governing bodies.
  • Prepare bid documents, construction cost estimates, technical specifications, and permit applications.
  • Coordinate with municipal staff, developers, consultants, contractors, and regulatory agencies throughout project planning, review, approval, and construction.
  • Provide technical guidance on zoning, stormwater management, environmental requirements, infrastructure planning, and related municipal matters.
  • Attend and present at municipal meetings, public meetings, and project coordination meetings.
  • Assist municipalities with grant applications, funding strategies, and long-range capital improvement planning.
  • Support construction administration, field inspections, and resolution of project issues as assigned.
  • Mentor junior staff and contribute to the quality and responsiveness of the municipal engineering team.

What You Bring

We are looking for someone who combines municipal engineering experience with sound judgment, practical problem-solving skills, and the ability to communicate effectively with both technical and nontechnical audiences.

  • Bachelor's degree in Civil Engineering from an ABET-accredited program.
  • Five or more years of relevant civil engineering or site design experience, including at least three years in municipal engineering.
  • Engineer-in-Training (EIT) certification required; Professional Engineer (PE) license preferred.
  • Strong working knowledge of the Pennsylvania Municipalities Planning Code, Pennsylvania DEP regulations, and other applicable state and federal requirements.
  • Proficiency in AutoCAD and Microsoft Office; experience with AutoCAD Civil 3D is preferred.
  • Ability to manage multiple assignments, meet deadlines, and maintain accurate project documentation.
  • Strong written, verbal, and public presentation skills.
  • Sound judgment, attention to detail, and a collaborative, service-oriented mindset.
  • Valid driver's license and ability to travel locally for project and municipal meetings.

Please Note

This position is based out of our Allentown, PA office. Candidates must live within a reasonable commuting distance of the office or be willing to relocate prior to their start date. Candidates must currently be authorized to work in the United States. KCE is unable to provide employment visa sponsorship for this position at this time.
