SUMMARY:
The Director of Quality, Compliance, and Risk Management provides strategic leadership for VOA Michigan's quality improvement, compliance, risk management, privacy, recipient rights, safety, and policy programs. Serving as the organization's Compliance Officer, this position works across all divisions to build systems that strengthen accountability, improve service quality, reduce organizational risk, and support operational excellence.
As VOA Michigan (VOAMI) continues its rapid growth, this role is critical to creating the infrastructure needed to ensure consistent, high-quality services while meeting regulatory, contractual, accreditation, and organizational requirements. The Director partners closely with executive and operational leaders to develop practical solutions that balance compliance, innovation, and exceptional participant outcomes.
ESSENTIAL JOB FUNCTIONS:
Quality Improvement
Lead the organization's continuous quality improvement efforts to improve service delivery, participant outcomes, and organizational performance.
- Develop and oversee the agency-wide quality improvement program.
- Establish organizational and program-specific quality indicators.
- Monitor performance through scorecards, dashboards, and trend analysis.
- Partner with operational leaders to identify opportunities for improvement.
- Develop and evaluate quality improvement plans tied to organizational priorities.
- Promote clinical excellence through evidence-based practices and continuous learning across the organization.
Compliance Leadership
Provide strategic oversight of the organization's compliance program while serving as VOA Michigan's Compliance Officer.
- Develop and maintain the agency's compliance program.
- Ensure compliance with laws, regulations, contracts, grant requirements, payer expectations, and accreditation standards.
- Develop and oversee internal auditing and monitoring activities. Monitor external audits and improvement plans.
- Lead compliance investigations and corrective action planning.
- Maintain compliance reporting systems and documentation.
- Foster a culture of ethics, accountability, and non-retaliation.
- Oversee compliance related to HMIS, EHR, and quality reporting systems. Ensure data integrity, security, and reporting reliability.
- Promote a culture of safety, dignity, and accountability throughout the organization.
- Oversee the agency's Safety, Emergency Preparedness, and Recipient Rights programs.
Enterprise Risk Management
Lead the organization's enterprise risk management program to identify, assess, and mitigate organizational risk. Oversee systems that promote accountability, learning, and continuous improvement following incidents or complaints.
- Facilitate the Risk Management Committee.
- Conduct organizational risk assessments.
- Develop and monitor enterprise risk mitigation strategies.
- Evaluate internal controls and emerging organizational risks.
- Oversee incident reporting and investigation processes, including root cause analysis.
- Manage grievance and complaint resolution systems. including timely documentation, follow-up, and resolution.
- Develop and monitor corrective and preventive action plans.
- Conduct trend analysis to inform systemic challenges and improvements.
- Provide Executive Leadership with ongoing risk reporting and recommendations.
Policy Governance
Ensure organizational policies remain current, accessible, and aligned with operational and regulatory requirements.
- Oversee policy development, review, approval, and implementation.
- Maintain policy version control and scheduled review cycles.
- Implement and manage a centralized policy management system.
- Coordinate policy communication and staff acknowledgment.
- Ensure policies reflect current legal, contractual, and accreditation requirements.
Audit and Accreditation
Support organizational leadership in maintaining organizational readiness for audits, monitoring activities, and accreditation reviews.
- Develop and implement a system for internal audits and compliance reviews.
- Coordinate organizational accreditation and support team members through external surveys activities.
- Track audit findings and corrective action plans.
- Monitor ongoing compliance with accreditation standards.
- Verify corrective actions are implemented and sustained.
Reporting and Organizational Leadership
Provide leadership, strategic guidance, and organizational oversight that supports informed decision-making.
- Prepare reports and dashboards for Executive Leadership, Board committees, and the Board of Directors.
- Report organizational trends related to quality, compliance, risk, safety, and performance.
- Lead and develop Quality and Compliance team members.
- Establish departmental goals, priorities, and performance expectations.
- Collaborate across departments to strengthen organizational effectiveness.
- Serve as a trusted advisor to leadership on quality, compliance, and risk management initiatives.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Required Qualifications
Education
- Bachelor's degree in healthcare administration, public administration, business, social work, compliance, risk management, law, or a related field required.
- Master's degree or relevant professional certification preferred.
Experience
- Minimum of five years of progressively responsible leadership experience in compliance, quality improvement, healthcare, risk management, or human services.
- Experience leading audits, investigations, corrective action planning, and cross-functional initiatives.
- Experience with CARF accreditation, federally funded programs (DOL, Medicaid, etc.) highly preferred.
Knowledge and Skills
- Knowledge of compliance, enterprise risk management, quality improvement, privacy, recipient rights, and human service regulations.
- Strong analytical, organizational, and problem-solving skills.
- Ability to translate complex regulatory requirements into practical operational solutions.
- Excellent written, verbal, and presentation skills.
