Description
Seeking a motivated, team-oriented civil engineer who is excited to exercise independent professional judgement, discretion, and decision-making in the interpretation and application of engineering requirements for private development and make an impact in the community. You'll join a team of dedicated community development professionals who take pride in meaningful work reviewing civil and stormwater management plans for proposed private developments, including projects with new public infrastructure, managing stormwater, enhancing neighborhoods, and serving our residents. Examples of Duties
Responsible for all aspects of civil engineering and stormwater management review and approval for the design of development projects that include both new public infrastructure and private property development in accordance with the Municipal Code(s)/Policies of the City of St. Charles. Reports to the Assistant Director of Community Development - Planning & Engineering.
  • Perform civil engineering and stormwater management reviews of plans and specifications for building permit projects and proposed new public infrastructure related to private development. Oversee the approval of all applicable engineering plans, including stormwater management and site development permits. Communicate code requirements and findings to permit applicants, developers/contractors, and/or project engineers.
  • Serve as the City's stormwater management permitting administrator.
  • Coordinate consultant engineering reviews of development plans and studies.
  • Coordinate with other City staff on plan reviews for development projects and respond to development-related and permit applicant inquiries regarding City code requirements for engineering design standards, stormwater management and plan submittal requirements.
  • Assist with the administration of financial guarantees for development.
  • Participate in evening meetings of Committees and the Plan Commission as necessary.

Qualifications
  • Bachelor's degree in civil engineering with an emphasis on plan review for proposed new development and infrastructure.
  • Five years of civil engineering experience with three years of municipal government experience.
  • Professional Engineering License from the State of Illinois or receipt of one within 12 months of hire.
  • Comprehensive knowledge of the principles and practices of civil engineering, stormwater management, and general knowledge of municipal planning and subdivision regulations.
  • Strong oral and written communication skills and skills with MS Office and geographic information systems (GIS).
  • If selected, successful completion of a background investigation including fingerprinting, physical, functional capacity evaluation, and drug screen.
