Position Location: Fort Belvoir/Lorton, VA Telework/Work-from-Home Authorized: Yes - When Authorized/Hybrid About the Role: This effort will assist in creating a network of likeminded allies and partners with increased threat reduction capabilities that contribute and advance the interests and security of the United States of America.

It will assist in building strategic relationships with key international partners that enhance threat reduction on a global scale. It will also support the resilience of the global nonproliferation framework by building partner capacities to enforce the tenants of that framework. Description: This Project Manager III - Division Lead will function as the Advisory and Assistance Services (A&AS) Team Lead for the DTRA Global Threat Reduction (GTR) Africa/Europe Department.

GTR's Africa/Europe Department develops partner nation CWMD capabilities through building partnership capacity activities under congressional authorities of the Global Nuclear Security, Delivery System Threat Reduction, and Chemical Security and Elimination programs. This is primarily a program management role that requires implementation and oversight of DoD acquisition strategies to carry out international threat reduction activities Additional Responsibilities Include, but are not Limited To: * Serves as lead A&AS support to the Government Division Chief and is directly responsible for overseeing a team of A&AS Project Analysts. * Directly responsible for ensuring all project-level deliverables across the division meet * quality and schedule requirements.

* Manages a yearly budget for WMD threat reduction activities across Africa/Europe, and a global chemical portfolio. * Ensures comprehensive project-level support for the full range of CT-SE deliverables across various missions and activities in numerous countries/areas of responsibility. * Proactively works with Project Analysts and government Project Officers to highlight deficiencies in key knowledge, skills, and abilities, and coordinates/delivers ad hoc training to mitigate potential risks * Leads development and delivery of briefs for senior DoD and USG interagency officials * Assists and advises the Division Chief and Department Chief in program planning and execution, budgeting, monitoring, and evaluation of projects across the division.

* Leads management and tracking of short and long-range division-level planning activities that include multi-year work plans that are the products of subordinate organization projects/programs. * Proactively identifies risk areas across division, highlighting impact to mission and proactively developing solutions. * Leads development, implementation, and tracking of the Director's Operational Imperatives and weekly activity reports.

* Leads annual management cycle activities, including Program Management Reviews (PMRs), Program Objective Memorandum, Annual Reports to Congress, Annual Spend Plans, and metrics reviews as required. * Proactively leads Project Analysts, highlighting strengths and weakness in Analyst performance, and providing opportunities for professional development and performance improvement. * Leads division-level coordination and tracking of A&AS reachback and cross-matrixed support across the entire contract, to ensure appropriate A&AS support to execute GTR mission.

* Provides program management support for the full range of CT-SE deliverables across various missions and activities in one or more countries/projects. * Supports the Division chief in review, approval, and oversight of project milestone documents (Project Concept Notification (PCN), Project Plans, Requirements Validation Review (RVR), and others as required. * Leads consolidation, review, and approval of quarterly project fact sheets and regional/country summaries for the Office of the Secretary of Defense.

* Manages/responds to short-fuse taskers and cables, to include coordination across the department. * Supports country assessments and validating project metrics on a recurring basis. * Maintains expert-level proficiency in various systems to include, ATRIP, WAT, Mercury/TRLS, CAT, etc.

and proactively trains division teammates on new updates, policy changes, etc. * Captures meeting minutes and lessons learned, and incorporates solutions to action items and process improvement methodologies. * Leads oversight of program-level quality control (monitor cost/schedule/scope, budget, deliverables, expenditures, and other needs).

* Leads Division-level travel planning and requirements (ATRIP submission, ATFP plans, logistics support requests, trip book development, trip report, and others as needed). * Prepares and monitors staffing realignments for A&AS and government members to incorporate personnel changes, policy priorities, and emerging threats/risks. * Perform other duties, as assigned.

Experience Requirements: * Seven years of related experience required. Ten+ years desired. * Experience with the Federal Acquisition Regulation * DTRA GTR or WMD or CWMD experience desired.

Education Requirements: * BA/BS required. * MA/MS desired. Certificate, License, and Registration Requirement: * Certified Scrum Master or PMP Certification desired.

Other Required Skills & Abilities: * Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract. * Must be proficient in Microsoft Office suite including, but not limited to Word, PowerPoint, Excel, and Outlook. * Be able to lead a broad range of activities, including division- and department-level strategic planning, coordinating multiple projects and their interdependencies; managing and utilizing staff resources to ensure team success; and generally supporting government Project Officers and S&E Department leadership with a multitude of recurring and popup deliverables.

* Will have a diverse skillset, with expertise in areas including project management, financial management quality assurance, knowledge management, and acquisition lifecycle support. * Travel up to 25% of the time. * Demonstrated ability to write for Senior Leaders.

* Demonstrated leadership skills. * Ability to work collaboratively and independently. * Strong attention to detail, communication, critical thinking, and problem-solving skills.
