Job description

Salary: $95-$110/hr

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.

The ETL Manager is responsible for leading the design, development, implementation, and technical oversight of enterprise data integration solutions supporting the New York City Department of Education's (NYC DOE) Special Education Office. This role oversees the development of data marts and data warehouses by designing Extract, Transform, and Load (ETL) processes that integrate data from multiple source systems into secure, reliable, and high-performing reporting environments. The ETL Manager ensures all data integration activities align with business priorities, enterprise architecture standards, and the Software Development Life Cycle (SDLC) to support regulatory reporting, operational analytics, and business intelligence initiatives.


RESPONSIBILITIES

  • Lead the technical oversight of enterprise ETL development and data integration initiatives supporting the Special Education Office.
  • Design, develop, and implement scalable ETL solutions to extract, transform, and load data into enterprise data marts and data warehouses.
  • Analyze business requirements and translate them into efficient data integration and transformation solutions.
  • Design and maintain data mapping specifications, ETL workflows, and technical documentation.
  • Collaborate with business analysts, data architects, developers, and reporting teams to ensure accurate and timely data delivery.
  • Optimize ETL processes for performance, reliability, scalability, and data quality.
  • Troubleshoot data integration issues and implement corrective actions.
  • Ensure compliance with enterprise data governance, security, and development standards.
  • Integrate established Software Development Life Cycle (SDLC) methodologies and best practices into daily team activities.
  • Support Business Intelligence, reporting, dashboard development, and regulatory reporting initiatives.
  • Mentor technical staff and provide guidance on ETL design, SQL development, and data management best practices.


REQUIRED SKILLS & QUALIFICATIONS

  • Bachelor's degree in Computer Science, Information Systems, Data Management, or a related field.
  • Minimum 8 years of experience designing, developing, and managing enterprise ETL and data warehouse solutions.
  • Extensive experience with Microsoft SQL Server, SQL programming, stored procedures, and database optimization.
  • Experience designing and supporting enterprise data marts and data warehouses.
  • Strong knowledge of ETL architecture, data integration, data transformation, and data quality principles.
  • Experience supporting Business Intelligence and reporting environments.
  • Proficiency with Microsoft Visio for technical documentation and data flow modeling.
  • Experience with Business Intelligence (BI) tools and reporting platforms.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Experience working within Agile and/or Waterfall SDLC methodologies.
  • Experience supporting large-scale government, education, or public sector technology projects is preferred.
