By joining the Division of Waste Management, Planning Program and Administration Branch, Program DevelopmentSection as an Environmental Scientist II in Franklin County, you will have the opportunity to analyze federaland state laws and regulations to determine the impact on agency programs and other related duties neededwithin the Program Development Section for the Division of Waste Management.
Holders of the Environmental Scientist II position will complete tasks such as:
  • Provide support and technical oversight, coordinate, analyze and draft waste management regulations,regulatory impact analyses and associated documents; draft initial response to comments after public hearingand statement of consideration to meet the policies/procedures of the division for supervisory review. Processthe submittal of regulation packages. Perform technical duties in the development of reporting mechanisms.
  • Coordinate information and interact with, gather information from and with supervisor approval, provideinformation to division and cabinet staff, management, other government agencies, regulated community andgeneral public as it pertains to the Federal Register.
  • Formulate a review/research of federal/state regulations, control technology documents and other data asneeded to ensure compliance with agency guidelines and makes recommendations for program to supervisor.
  • Prepare for and schedule public hearings, compile responses to comments and compile comments on proposedfederal regulation changes.
  • Serve as liaison with management to facilitate the administration of program policies and procedures.
Holders of this job will learn the following skills:
  • Experience in analyzing administrative regulations and state and federal laws to determine the impact onagency programs.
  • Experience developing and preparing reports.
  • Analytical thinking and writing skills.
  • EPA Grants.

Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree in a natural, biological or physical science OR Graduate of a college or university with a bachelor's degree including or supplemented by 20 semester hours in a natural, biological or physical science.
EXPERIENCE, TRAINING, OR SKILLS:One year of experience in natural resources, environmental control, or a related area.
Substitute EDUCATION for EXPERIENCE:Graduate study in a natural, biological, or physical science will substitute for the required experience on a year-for-year basis.
Substitute EXPERIENCE for EDUCATION:Experience in natural resources, environmental control, engineering, or a related area will substitute for the required education on a year-for-year basis.

Working Conditions
Work is typically performed in an office setting. Incumbents in this class may perform work in the field with frequent travel on a statewide basis. An incumbent in the position may be subject to adverse weather conditions, exposure to snakes and insects, water-borne pathogens, broken glass, rusty metal in streams, and hazards common to operation of electro-fishing equipment, which require the following of safety procedures.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
