The primary purpose of this position is to To plan, direct, organize activities of the 811th Operations Support Squadron (811 OSS) Host Aviation Resource Management (HARM) flight in support of all flying and jump personnel assigned to the National Capital Region.

  • Attends 811 OSS HARM and Joint Base Andrews with a variety of installation and functional area organizations relating to Aviation Resource Management.
  • Contributes to the authority and advice on all aspects of Aviation Resource Management programs, and serves as a base administrator of the Aviation Resource Management System (ARMS) and maintains functional responsibility.
  • Contributes to the final decisions on military pay actions to include Aircrew Incentive pay (ACIP), Career Enlisted Flight Incentive Pay (CEFIP), and Hazardous Duty Incentive Pay (HDIP) involving flying personnel and parachutists.
  • Serves as unit resource advisor on a variety of financial, budgetary, and administrative functions during the formulation, execution, control, and review of the group's financial program.

  • Desirable to be a graduate of the Chief, Host Aviation Resource Management (CHARM) Certification Course and possess a Special Experience Identifier (SEI) code 66
  • Experience in the Host and Squadron Aviation Resource Management Field in an Air Force environment for 8 of the recent 10 years is highly desirable
  • A four-year degree, Bachelor of Science in related field is highly desirable
  • May be required to travel TOY as directed by management, sometimes on short notice, traveling by commercial or military aircraft or by any other designated means
  • Will be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, etc.
  • Will be required to participate in real world or exercise contingency events.
  • Performs other related duties as assigned

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing all operations resource and aviation management activities by using the Aviation Resource Management System (ARMS) for all flying personnel in the origination and to provide training to reservists on the system.

EDUCATION:
Have a Master Degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of Aviation Resource Management System infrastructure, databases, directives, laws, instructions, policies, and procedures is desired.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget work to support the mission, structure, goals, work processes, and program of support activities/organizations.
  4. Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of aviation service policy and implementation, personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures, file structure, interface requirement and oracle browsers, preparation, processing, and auditing of associated documentation (e.g., AFTO Form 781) is desired.
  5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  6. Ability to communicate effectively in writing and orally over the telephone, in person one-on-one, or for a large audience.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS
ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
