Description Under the administrative direction of the Emergency Management/Utilities (EMU) Department Director, the Environmental Program Specialist manages City-wide environmental compliance programs, water and wastewater regulatory functions, stormwater/NPDES reporting, floodplain management, right-of-way (ROW) environmental programs, and streetlight management. This position performs advanced administrative, technical, and field work to ensure compliance with federal, state, and local regulations and to support safe, effective utility and public infrastructure operations. The role includes overseeing regulatory permits, preparing compliance documentation, supervising consultants, coordinating with regulatory agencies, conducting inspections, and supporting the City's Community Rating System (CRS) program.

The coordinator also manages streetlight inventories and maintenance coordination and provides public outreach on environmental and infrastructure topics. Significant independent judgment, technical knowledge, and collaboration across City departments are essential. In the event a change is necessary to update the essential functions of the job, the City will provide as much notice as practicable to the employee. Manages City-wide environmental permits, licenses, and compliance for water, wastewater, and stormwater systems, including tracking deadlines, preparing applications, and coordinating renewals. Ensures timely submission of all required regulatory reports to FDEP, EPA, Broward County, and other oversight agencies.

Reviews changes to environmental regulations and updates City procedures and programs accordingly. Coordinates the City's National Pollutant Discharge Elimination System (NPDES) stormwater program, including annual reporting, permit renewals, and education. Conducts field inspections of construction sites for erosion control and stormwater BMP compliance, and illicit discharge prevention.

Initiates enforcement actions as required. Maintains monitoring records, outfall inventories, and related stormwater data. Manages the City's drinking water compliance program and ensures all required sampling and laboratory testing are performed.

Prepares and submits compliance reports including the annual Consumer Confidence Report (CCR). Oversees Lead and Copper Rule and wastewater regulatory compliance. Coordinates and reports sanitary sewer overflows, spills, and illegal discharges; conducts investigations and prepares follow-up reports.

Responds to environmental emergencies and ensures proper documentation, cleanup, and communication with regulatory agencies. Maintains spill response protocols and coordinates with field staff on reporting and mitigation procedures. Administers the City's Floodplain Management Program, ensuring compliance with FEMA and the National Flood Insurance Program (NFIP) requirements and maintaining all required NFIP documentation.

Reviews development applications, Elevation Certificates, SI/SD determinations, and floodproofing documentation. Coordinates the City's Community Rating System (CRS) program, maintains CRS activity documentation, prepares annual reports, and supports efforts to improve CRS rating. Provides technical assistance to residents, contractors, and developers regarding flood zones, insurance requirements, and flood mitigation strategies.

Participates in hazard mitigation planning, resilience initiatives, and post-storm damage assessments. Manages ROW permits for utility work, construction, excavations, environmental activities, and other infrastructure operations and conducts ROW inspections. Coordinates with utilities, contractors, and internal departments regarding road closures, detours, work timelines, and site restoration.

Oversees the City's Streetlight Management Program, including tracking outages, coordinating repairs, improvements and maintaining accurate inventory records. Coordinates with FP&L and lighting contractors to expedite repairs and upgrades. Maintains streetlight GIS/asset maps and responds to resident inquiries regarding streetlight outages or lighting conditions.

Prepares, negotiates, executes, and manages task orders for professional consultants, laboratories, and contractors. Develops and monitors program budgets, tracks expenditures, and ensures cost compliance with grants or regulatory requirements. Ensures all program files, digital records, and compliance documents are organized and maintained.

Serves as the City's liaison for environmental matters with regulatory agencies, other municipalities, and the general public and prepares outreach material. Reviews construction plans for stormwater, drainage, erosion control, and environmental compliance. Provides guidance to developers, engineers, and contractors regarding environmental permitting requirements.

Maintains databases, GIS layers, and digital records for environmental permits, stormwater assets, and monitoring data. Compiles program metrics and assists with data for long-range planning, resilience initiatives, and capital improvement projects. Typical Qualifications Minimum Qualifications - Any combination of training and experience which would provide required knowledge, skills, and abilities is qualifying.

A typical way to obtain the required qualifications would be: Bachelor's degree from an accredited institution in environmental science, engineering, or a related field; supplemented by three (3) to five (5) years of professional experience in environmental compliance, regulatory program management, or environmental fieldwork. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education. Preferred Qualifications Certification as a Certified Floodplain Manager (CFM) or ability to obtain within 12 months; Experience with FEMA, NFIP, CRS, and SI/SD calculations; Experience with ROW permitting, utility coordination, or infrastructure inspection; Experience in streetlight program management or public infrastructure maintenance.
