Job description
The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill an Environmental Analysis & Review Specialist Advanced vacancyin the Bureau of Technical Services.
This full time permanent position will be headquartered at one of the Wisconsin DOT DTSD offices in the following cities: Madison, Eau Claire, Superior, Wisconsin Rapids, Waukesha, Green Bay, La Crosse, Rhinelander.
This position offers a hybridized work schedule. The position will be headquartered at and required to work from the one of the offices listed above at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary
Under general supervision, this position provides statewide program leadership and serves as a Department of Transportation Environmental Process and Documentation Specialist. This position provides environmental process and policy guidance to department staff and consultants; develops and updates policy documents such as those in the WisDOT FDM; develops and delivers environmental training to department staff, consultants or contractors; and provides QA/QC review of department environmental documents.
This position will also provide research, analysis, consultation and coordination services on proposed environmental laws and regulations including the development and recommendation of department responses to initiating bodies. The position synthesizes state and federal environmental laws and their related regulations and processes them into departmental operating policy. This position assists the Department's operating units and consultants in the development, implementation, and documentation of environmental processes under the provisions of the National and Wisconsin Environmental Policy Acts, other state and federal law, rule and guidance, and the department's environmental operational policies, guidelines and procedures. Additionally, the position analyzes and evaluates the impacts of department plans, programs and projects on the environment, and recommends alternate courses of action or techniques which would improve or mitigate impacts.

Salary Information
This position is in schedule-range (15-03) with an annual salary of $66,560 - $87,360, plus excellent benefits . A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This state agency does not sponsor work visas. This state agency is not enrolled in USCIS E-Verify and is not eligible to employ international F-1 students seeking STEM-OPT extension. Qualifications
Qualified applicants will have experience with all the following:
- Experience referencing environmental laws, rules, policies and/or procedures (such as 23 CFR 771 and Wisconsin Administrative Code Trans 400, or other equivalent state or local laws, etc.)
- Experience reviewing and commenting on draft environmental policy and/or environmental documents.
- Experience assisting in development and/or delivery of environmental training.
- Experience participating in meetings with diverse audiences of stakeholders (such the public, governmental and/or environmental regulatory staff, etc.)
- Experience researching and/or applying environmental laws, rules, policies and/or procedures (such as 23 CFR 771 and Wisconsin Administrative Code Trans 400, or other equivalent state or local laws, etc.)
- Experience leading or assisting with development of environmental policy and/or environmental documents.
- Experience leading the development and/or delivery of environmental training.
- Experience leading meetings with diverse audiences of stakeholders (such as the public, governmental and/or environmental regulatory staff, etc.)
