Introduction
The Wisconsin Department of Transportation, Division of Transportation System Development, North Central Region is seeking an Environmental Analysis and Review Specialist Entry or Advanced - Project/Permanent. This position may be headquartered at 510 Hanson Lake Rd in Rhinelander or 1681 2nd Ave S in Wisconsin Rapids.
This position offers a hybridized work schedule. The position will be required to work from the headquartered office in Wisconsin Rapids or Rhinelander, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary
This position functions as an Environmental Analysis & Review Specialist (EARS) located in the North Central Region (NCR). This position provides research, analysis, consultation, and coordination services to Wisconsin Department of Transportation (WisDOT) staff and management on proposed environmental laws and regulations. This position also assists the North Central Region operating units, project teams, and consultants in development, implementation, and documentation of environmental processes under provisions of the National and Wisconsin Environmental Policy Acts and the department's environmental operational policies, guidelines, and procedures.
This position will be responsible for supporting and assisting with the review of projects and workload; advising and guiding regional staff on environmental policies, rules, regulations and guidelines for all environmental related issues; oversight of regional liaison activities with other divisions; and coordination of compliance and conflict resolution with regard to interagency cooperative agreements. This position will also assist in coordinating historical and archaeological processes, Native American resources, environmental justice, environmental documents, 4f/6f documents, and interagency agreements. This position also assists in environmental processes and issues related to wetland identification and banking, endangered species, 401 and 404 permits, hazardous materials and emergency coordination, and hazardous materials contamination.
In addition, this position will assist in coordinating representation of the region on environmental committees, forums, and groups. This position will also assist statewide bureaus, as appropriate, in developing and delivering training and guidance necessary to ensure that regional staff is trained in environmental activities and processes. This position will facilitate and promote a cohesive team relationship between regional staff and the statewide bureaus.

Salary Information
The Environmental Analysis and Review Specialist is in schedule-range (15-04) with an annual salary of $58,240-$68,640, plus excellent benefits.
The Environmental Analysis and Review Specialist - Advanced is in schedule-range (15-03) with an annual salary of $ $66,560-$87,360 plus excellent benefits.
A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
This Project/Permanent position has been authorized through May 13th, 2029. Project/Permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12-month probationary period, the employees in this position will attain permanent status.
This state agency does not sponsor work visas. This state agency is not enrolled in USCIS E-Verify and is not eligible to employ international F-1 students seeking STEM-OPT extension. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

Qualifications
A qualified candidate will have all of the following training/education and/or experience with the following:

• Reading and/or understanding environmental laws, rules, policies and/or procedures
• Analyzing, evaluating, or documenting environmental areas of concern (wetlands, hazardous materials, archaeological and historical investigations, threatened and endangered species, natural systems, etc.)
• Working as a member of a team - which may include project or committee work

A more than qualified candidate will have professional experience and/or training/education in at least one of the following:

• Reading and interpreting highway plans, maps, and exhibits
• Preparing environmental documents in accordance with National Environmental Policy Act ( NEPA) and Wisconsin Environmental Policy Acts (WEPA) regulations
• Preparing and/or analyzing environmental documents for accuracy
• Communicating technical information with internal and external stakeholders

An advanced level candidate will have all of the above as well as experience in the following:

• Experience reviewing final environmental documents for completeness and accuracy.
• Experience providing research, analysis, consultation and coordination services on proposed environmental laws and regulations.
• Experience providing technical guidance on NEPA and WEPA regulations
