Astrion has an exciting opportunity for a Facilities Infrastructure Lead – Roofing & Pavement located at NASA Ames Research Center in Mountain View, CA. This is an oversight, field surveillance, quality assurance, and planning role. The lead provides comprehensive oversight of commercial roofing systems, exterior building facades, campus roadways, paving, and related civil site features at NASA Ames Research Center. Additionally, the lead provides comprehensive oversight, technical direction, and field validation of contracted labor to ensure that all roofing installations, roadway repairs, and infrastructure projects meet stringent quality standards and align precisely with contracted scopes.

REQUIRED QUALIFICATIONS / SKILLS

  • Bachelor’s degree in Civil Engineering, Construction Management, Architecture or similar.
  • Five (5) or more years of experience in industrial roofing, building envelopes, or heavy civil construction oversight.
  • Knowledge and experience with OSHA Subpart M (Fall Protection)
  • Experience with Department of Transportation (DOT), ASTM International, and Caltrans standards for roofing, envelope, and roadway projects
  • Flexible in adapting to deadlines, changing schedules, competing priorities, and unpredictable events
  • Thorough, detail oriented, and organized, with excellent time management skills and ability to prioritize tasks
  • Familiar with and able to present data and recommendations to a diverse audience of project managers, engineers, technical staff, and contractors
  • Superb verbal and written communication skills
  • Self-motivated and independent thinker

* In lieu of a formal degree, 10+ years of specialized, hands-on experience in the oversight, installation, and quality assurance of large-scale roofing and civil infrastructure.

  • Knowledge and prior experience working within Federal and California facilities infrastructure (roofing and roadways) a benefit

RESPONSIBILITIES

  • Technical Authority and Field Surveillance lead to serve as the primary Subject Matter Expert (SME) for the site’s building envelopes and transportation infrastructure
  • Develop Capital Planning Documentation including Center-wide roofing inventory, cost-benefit analyses, and 5-to-10-year master replacement roadmaps
  • Review construction plans and validate field execution against approved submittals
  • Review and approve technical submittals, material specifications, and construction drawings for new roof installations, pavement retrofits, and structural repairs
  • Ensure strict adherence to relevant building/civil codes and site safety standards, and manage the long-term lifecycle and condition assessment of the site's structural and civil assets
  • Perform daily field surveillance of roofing and civil contractors
  • Provide technical guidance to field crews to ensure quality control over critical tasks such as weld integrity, flashing details, and proper asphalt/concrete application
  • Serve as a lead authority on OSHA Subpart M (Fall Protection)
  • Ensure all roofing, envelope, and roadway projects adhere strictly to Department of Transportation (DOT), ASTM International, Caltrans, and site-specific safety mandates (including roadway markings)
  • Conduct final "punch-list" inspections, water-tightness testing, and leak forensics
  • Analyze field conditions and contractor-provided data to predict structural life cycles and prevent envelope failures
  • Provide technical requirements for roofing replacements, and roadway repairs
  • Root-cause analyses and leak forensics for building envelope or infrastructure failures
  • Daily Surveillance Reports (DSRs) with photographic evidence, alongside QA inspection, and water-tightness testing reports
  • Support technical reviews of any roofing replacements, and roadway repairs RFI’s/quotes to ensure compliance with the technical requirements.
  • Identify, communicate, and deconflict tasks, deliverables, and project impacts
  • Working with the project managers and technical staff to forecast, plan, and track project performance
  • Interface with Government, contractors, and project partner staff for tasks, updates, and status
  • Responsible for monthly, annual, and project milestone review assessments and reports
