Job description

ABOUT THIS POSITION
The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.
Positions in the Water Services Department (WSD) may be assigned to perform activities for highly regulated permitting and compliance programs relative to drinking water, wastewater, stormwater, industrial pretreatment compliance, commercial inspections, and field sampling and monitoring. Specific duties are dependent on programs to which the position is assigned. Currently the vacancy is in the Industrial Pretreatment Program section within the Environmental & Safety Division (ESD) of the Water Services Department. These positions work in regulatory compliance programs in conjunction with other ESD Sections, WSD Divisions, and City Departments to ensure compliance with local, state, and federal standards for storm water, wastewater, and drinking water.
Opportunity to Underfill at the Water Quality Inspector level
Individuals that do not meet the minimum requirements below for the Senior Water Quality Inspector may qualify for the opportunity to Underfill at the Water Quality Inspector level. The Water Quality Inspector is an entry level position with emphasis placed on learning job duties. Water Quality Inspectors work under the general supervision of a Chief Water Quality Inspector and work is evaluated through on-site checks, meetings, reports, conferences, and overall results achieved. A Water Quality Inspector must demonstrate proficiency in assigned areas before being eligible for advancement to the Senior level.
IDEAL CANDIDATE
  • Knowledge of federal, state and local rules, regulations, codes, statutes and policies relating to wastewater discharges.
  • Written and verbal communication skills including completing written documentation such as reports, forms or letters; and conveying complex rules and regulations verbally to a wide audience.

SALARY
Senior Water Quality Inspector
Pay Range: $28.73 - $42.46 per hour
Hiring Range: $28.73 - $38.52 per hour
Water Quality Inspector (underfill)
Pay Range: $26.07 - $36.68 per hour
Hiring Range: $26.07 - $28.17 per hour
Pay Range Explanation:
  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
Internal Only: Please understand that this is pay grade 250. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.
  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
Senior Water Quality Inspector:
  • Three years of experience which includes a minimum of one year each in two different functional areas of water, wastewater, or storm drain systems sampling, monitoring, or inspecting.
  • Some public contact work.
  • Completion of two years of college courses in chemistry, chemical engineering, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Water Quality Inspector:
  • One year of experience in physical or chemical testing, industrial waste control, water distribution systems, sewer maintenance or treatment work; including some experience in public contact work.
  • Completion of two years of college level courses in chemistry, chemical engineering, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

For both classifications:
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Positions in these classifications require the use of personal or City vehicles on City business.
  • Individuals must be physically capable of operating the vehicles safely, possess an appropriate valid Arizona driver's license, possess personal insurance coverage, and have an acceptable driving record.

Working conditions include:
  • Irregular hours, second and/or third shifts, weekends, holidays, and evenings.
  • A variety of weather conditions with exposure to the elements.
  • Confined spaces, climbing ladders, and working at heights or depths greater than 10 feet.
  • Moving objects weighing up to 50 pounds short distances (20 feet or less).
  • Set up or removal of barricades, traffic cones or similar objects.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
  • Experience performing regulatory inspections of industrial and/or commercial facilities including and not limited to metal finishers, pharmaceutical manufacturers, hospitals, food and beverage manufacturers, and industrial laundries.
  • Basic computer skills including working with environmental compliance databases.
  • Experience reading and interpreting plans, blueprints, or diagrams.
