Title: Business Analyst (On-site)

Location: Tallahassee, FL 32301 || Duration: Long-Term

Required Skills and Experience

* Typically has a minimum of 3 years of the client governmental accounting work experience.
* Business Analysis: Experience eliciting, analyzing, and documenting business processes and functional requirements
* Process Analysis: Ability to map current-state operational workflows and evaluate application readiness for new system phases
* Technical Troubleshooting: Strong diagnostic skills to execute Tier 1 and Tier 2 support, isolating system defects from user errors
* Gap Analysis: Competency in gathering field data to identify operational gaps and technical friction points in live systems
* Stakeholder Management: Skill in acting as a central bridge between large user bases, technical teams, and external vendors
* Requirements Translation: Ability to translate user friction and field observations into actionable technical requirements for developers
* Vendor Collaboration: Experience working with external vendors to triage software defects and align on fix prioritization
* Project Execution: Capability to work effectively across multiple concurrent projects and manage changing priorities
* Communication: Strong verbal and written communication skills to convey complex technical issues in simple language

Preferred Skills and Experience

* Modernization Programs: Prior experience working within large-scale enterprise system modernization initiatives
* Phased Rollouts: Familiarity with supporting continuous software deployment lifecycles and phased implementation strategies
* Public Sector/Corrections: Knowledge of public sector operations or offender management/correctional systems software
* Change Management: Familiarity with change management principles to proactively drive system adoption with field users
* Agile Methodologies: Working knowledge of Agile, Scrum, or Kanban frameworks for software development lifecycle tracking
* ALM/Ticketing Tools: Hands-on experience using application lifecycle management or incident tracking systems (e.g., Jira, ServiceNow, Azure DevOps)
* Leadership and Mentorship: Demonstrated ability to occasionally lead project sub-teams and mentor or coach junior staff members

Primary Responsibilities

* Strategic Bridge Communication: Acts as a vital liaison between the department user base, internal technical teams, and external vendors for the CIMS platform.
* Workflow and Process Analysis: Analyzes operational workflows to evaluate application readiness throughout the phased rollout of the next-generation offender management platform
* Requirements Management: Translates user friction and field observations into actionable functional requirements to guide ongoing application development
* Process Alignment: Partners with business stakeholders within specific business functions to align technical CIMS solutions with overarching departmental strategies
* Project Representation: Serves as an active project team member across multiple concurrent projects and steps up as a project leader when required.
* Operational Gap Analysis: Conducts detailed gap analysis on active production issues using comprehensive data gathered directly from the field.
* Defect Definition and Troubleshooting: Performs Tier 1 and Tier 2 technical troubleshooting to clearly isolate and define system defects versus user training issues
* Vendor Collaboration: Partners directly with external vendors to communicate issues, triage defects, and prioritize critical software fixes
* Downtime Minimization: Executes proactive problem-solving strategies to ensure a seamless system rollout experience and minimize operational downtime.
* System Adoption Champion: Drives proactive operational engagement with the field to champion platform adoption across the department
* Ongoing Problem Resolution: Applies an informed knowledge of the CIMS business area to resolve user and system problems on an ongoing basis
* Process Coaching: Provides guidance and mentorship to junior team members and field staff to build institutional knowledge.

Education

* A bachelors degree from an accredited college or university in Computer Science, Information Systems, Business Administration, or other related field, or four (4) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.

Certification

* Entry Certificate in Business Analysis [ECBA] (Preferred)
* Certification of Capability in Business Analysis [CCBA] (Preferred)
* Information Technology Infrastructure Library [ITIL] Foundation (Preferred)
