- Knowledge of the legislative process in both federal and tribal government relating to the drafting of proposed legislation and formulation of policies and regulations.
- Knowledge of financial management requirements for contracts and self-governance compacts under the Indian Self-Determination Act, P.L. 93-638.
- Knowledge of accounting principles and budgetary methodologies applicable to federal/tribal funds.
- Skills in evaluating federal and state policy performance to determine if changes are necessary or feasible.

This position is a dual-function role supporting both the Office of the General Counsel and the Chief of Staff. The primary legal focus is on contract review, drafting, and negotiation. The primary policy focus will be to provide policy analysis and strategic support on departmental initiatives, including development, evaluation, and implementation of policies affecting healthcare operations.
The incumbent will operate with a high degree of independence and is expected to exercise sound legal judgment, strong analytical skills, and effective communication across leadership levels.

ESSENTIAL FUNCTIONSSatisfactory job performance will be determined by successful execution of the following:
Performs as the primary policy analyst official for the DOH.
Responsible for planning, coordinating and preparing assigned work product in conformity with the policies, regulations and procedures set forth by established laws and governing entities.
Provides technical assistance to all designated officials of the DOH in preparing and adjusting policies and operations for all funded programs.
Apply thorough knowledge of regulations, statutes, policies and procedures in monitoring all aspects of policy implementation. Provides interpretation and recommendations concerning statutes, regulations, policies and procedures as they relate to DOH processes.
Responsible for self-governance activities as applicable to the Indian Self-Determination Act P.L. 93-638.
Applies knowledge of governmental procedures and practices when required to communicate with governing entities concerning proposed legislation, amendment to existing laws and any other actions that affect the activities of the DOH.
Schedules and coordinates work assignments to assure maximum utilization of efforts, reviews work for timeliness, adherence to policies, procedures and regulation as well as overall technical adequacy and effectiveness; keeps staff informed of changing regulations, procedures and policies.
Review, draft, and negotiate contracts, including vendor agreements, service contracts, and other legal documents.
Assist in developing and maintaining standardized contract language and processes.
Support compliance with applicable federal, tribal, and state laws and regulations.
Provide legal support on special projects and other assignments as directed by the General Counsel.
Regular attendance is required.
Performs other duties as required.
