DESCRIPTION The City of Hanford is seeking to fill one vacancy in the Utilities and Engineering Department. The salary and appointment level will depend on qualifications (DOQ). Construction Inspector I: $5,215 - $6,339/month Construction Inspector II: $5,761 - $7,003/month Senior Construction Inspector: $6,960 - $8,460/month Construction Inspector I: This is the entry-level class in the Construction Inspector technical series.
Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Construction Inspector I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned.
Construction Inspector II: This is the journey level class in the Construction Inspector technical series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.
Senior Construction Inspector: Under general supervision, the Senior Construction Inspector performs complex and specialized public works inspection duties; organizes, assigns, guides, and reviews the work of inspection staff and contract personnel; oversees the issuance of encroachment permits and utility locating services. Ensures compliance with city standards, approved plans, specifications, and safety regulations for a variety of public works and capital improvement projects; serves as technical liaison among city staff, contractors, developers, and the public; and performs related duties as assigned. EXAMPLE OF ESSENTIAL DUTIES Duties may include, but are not limited to, the following: Review construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
Conduct on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, water, sewer, and storm systems, asphalt, concrete, and other structures and equipment to determine compliance with contract plans and specifications, and with City and other governmental regulations. Perform topographical survey work; make field measurements. Conduct traffic and pedestrian studies.
Perform and/or coordinate compaction and bacterial testing. Monitor correction of project deficiencies. Maintain current knowledge of and enforce Americans with Disabilities Act (ADA) regulations.
Prepare a variety of reports related to construction project activities; maintain a balance of quantities of Capital Improvement Projects (CIPs). Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Foster an environment that embraces diversity, integrity, trust, and respect.
Be an integral team player, which involves flexibility, cooperation, and communication. Perform related duties as assigned. Senior Construction Inspector Lead and coordinate the work of inspection teams on capital improvement and private development projects.
Inspect a variety of aspects related to public works and utility construction, including streets, sidewalks, drainage systems, pump stations, traffic signals, grading, and underground utilities. Review engineering plans and specifications; ensure compliance with relevant standards, regulations, and best practices. Review and examine materials delivered to worksites to verify conformance to specifications; identify and locate faulty materials and workmanship; document compliance and suitability of materials.
Interpret and apply construction plans and specifications, codes, rules, ordinances, and industry practices governing installation of public works facilities and subdivisions; issue stop work orders and track corrections. Responsible for overseeing the preparation of "as-built" records and drawings Monitor job site safety and ensure appropriate traffic control measures are implemented. Approve and review stormwater pollution prevention plans (SWPPPs) and ensure NPDES compliance.
Utilize the City's permit inspection software to maintain detailed records, including inspection reports, logs, and project documentation. Measure, gather, document, and compile field data into bid item quantity calculation sheets for monthly reporting of work completed and payment to contractors Review and authorize change orders, claims, and progress payments within specific procedural guidelines Track progress of construction projects; calculate and record quantities of materials used and compute contractor work in progress for progress payments; review and recommend approval of contract change orders and monthly payment invoices; draft and maintain files of daily inspection reports; draft final inspection punch lists and ensure projects meet City standards for final acceptance; stipulate corrections and repairs necessary before final acceptance Lead and/or participate in pre-construction meetings, change order reviews, and final project walkthroughs. Respond to public inquiries and complaints; serve as liaison among city departments, contractors, and the public.
Train, supervise, and provide technical guidance to inspection personnel. MINIMUM QUALIFICATIONS MINIMUM QUALIFICATIONS Construction Inspector I Knowledge of: Practices and techniques of surveying and construction staking. Practices, methods, materials, and equipment of standard construction.
Mathematics through plane geometry and trigonometry. Methods and techniques of materials testing. Ability to: Perform field inspections on a variety of construction projects in the public right-of-way.
On a continuous basis, know and understand all aspects of the job. Intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve construction inspection activities; interpret and explain codes, rules and regulations; and observe safety precautions. Intermittently, sit at desk for long periods of time; walk and stand while performing inspections; kneel and bend while reviewing infrastructure; climb in and out of trenches; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
Evaluate quality of construction and materials. Determine safety implications of construction techniques. Read public works construction and topography maps and grading plans.
Determine and verify elevations using hand level and calculator. Use sound judgment in recognizing scope of authority. Operate and use modern office equipment including computers and applicable software.
Maintain regular attendance and adhere to prescribed work schedule to conduct job responsibilities. Utilize appropriate safety procedures and practices for assigned duties. Communicate effectively orally and in writing.
Relate effectively with people of varied academic, cultural, and socio-economic backgrounds using tact, diplomacy, and courtesy. Establish and maintain effective, cooperative and collaborative working relationships with others. A typical way to obtain the required knowledge and abilities would be: Experience: Some experience in a field related to street/highway construction is desirable. Education: Equivalent to the completion of the twelfth grade. License and Certificate Possession, or ability to obtain, an appropriate, valid California driver's license.
Construction Inspector II In addition to the qualifications for the Construction Inspector I: Knowledge of: Use of topographical surveying equipment. Principles and phases of asphalt paving. Soil types and characteristics.
Occupational Safety and Health Administration (OSHA) standards and regulations. Standards and practices of California Department of Transportation traffic control devices. Methods of traffic control and safety.
Utility systems. Ability to: Read and interpret complex regulations and technical documents, including plans and specifications. Understand and use standard engineering and hand held tools used in public works construction inspection.
Interpret compaction tests. Apply and explain city encroachment and underground ordinances. Experience and Education Any combination of experience and education that would provide the required knowledge and abilities is qualifying.
A typical way to obtain the required knowledge and abilities would be: Experience: Two years of responsible experience similar to that of a Construction Inspector I with the City of Hanford. Education: Equivalent to the completion of the twelfth grade. Senior Construction Inspector In addition to the qualifications for the Construction Inspector I/II Knowledge of: Modern construction inspection techniques, procedures, and materials.
Construction safety and traffic control regulations, including Cal OSHA standards. Public works standards including but not limited to roadways, ADA, signing/striping, storm drainage, sewer, and water infrastructure. Material sampling, testing, and estimating procedures.

A typical way to obtain the required qualifications would be: Experience: Five (5) years of progressively responsible public works construction inspection experience, including at least two (2) years in a lead or supervisory role. Education: High school diploma or equivalent supplemented by college-level coursework in civil engineering, public works construction inspection or a closely related field.
An Associate's or higher degree in civil engineering, construction management, or a related field is desirable. License and Certificate Possession of, or ability to obtain an appropriate, valid California driver's license. Possession of certifications such as QSP/QSD, Certified Public Infrastructure Inspector (CPII), or related certifications are desirable.
