At Douglas Fast Net, we're expanding our fiber network throughout Lane, Douglas and Coos Counties, and we're looking for a detail oriented GIS Technician to support that expansion. This position is a hybrid position with one or more days per week spent in our Roseburg, OR office. For the right candidate, this role can be mostly remote, but you must reside in the state of Oregon.

What you'll be doing:
Performs specialized technical duties in the development, maintenance, and administration of DFN's GIS system, an ArcGIS-based platform used to manage and document DFN's telecommunications network. Supports the planning, engineering, construction, documentation, and regulatory reporting of DFN's fiber network, including projects funded through federal and state broadband programs such as RDOF, BEAD, and BDP. Ensures GIS data is accurate, complete, timely, and maintained in accordance with DFN standards, project requirements, and applicable grant and regulatory requirements.
Essential functions of the role:
  • Utilize NISC MapWise and other GIS tools to create, update, and maintain accurate maps and datasets representing DFN's fiber optic network and telecommunications infrastructure.
  • Process field data, construction information, GPS/GIS data, and as-built documentation and incorporate accurate information into NISC MapWise in a timely manner.
  • Maintain accurate GIS records of fiber routes, service locations, structures, equipment, and other telecommunications infrastructure.
  • Coordinate with engineering, construction, operations, contractors, and field personnel to obtain, verify, and resolve GIS and project information.
  • Provide accurate and timely maps, prints, exhibits, and GIS data to field crews, contractors, engineers, project managers, and other internal departments.
  • Develop and maintain GIS datasets and mapping products used for regulatory reporting, grant compliance, project documentation, and internal business needs.
  • Assist with grant-related mapping, reporting, data validation, and documentation to ensure project information meets applicable program requirements.
  • Perform quality control of GIS data to identify errors, inconsistencies, missing information, and discrepancies and coordinate corrections as necessary.
  • Assist with the development and implementation of GIS workflows, data standards, and procedures to improve the accuracy and efficiency of DFN's GIS operations.
  • This job description covers the most crucial key and supplemental duties performed in the position, but does not include other occasional work, which may be similar, related to, or a logical assignment for the position. Other projects will be assigned as needed.

What you need to be successful:
  • Associate degree in Geographic Information Systems (GIS), geography, computer science, or a related field required; bachelor's degree preferred. Equivalent combination of education and relevant experience may be considered.
  • Experience using GIS software, preferably ArcGIS, MapWise, or another ArcGIS-based platform.
  • Working knowledge of GIS databases, spatial data, GPS data, mapping, and data quality control.
  • Experience with telecommunications, fiber optic networks, utility mapping, or outside plant construction preferred.
  • Familiarity with RDOF, BEAD, BDP, or other state or federal broadband grant programs preferred.
  • Understanding of telecom construction plans, engineering drawings, as-builts, permits, and outside plant documentation preferred.
  • Strong computer skills, including proficiency with Microsoft Office, spreadsheets, and other software necessary to perform job functions.
  • Strong attention to detail and ability to maintain a high degree of accuracy when working with technical and geographic data.
  • Ability to analyze data, identify discrepancies, and troubleshoot data quality issues.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to manage multiple projects and priorities while meeting established deadlines.
  • Self-motivated and able to work independently and effectively as part of a team.
  • Ability to learn and adapt to new software, technologies, workflows, and regulatory requirements.
  • Ability to meet the physical demands of the position, with reasonable accommodation if necessary.
