Job Description
General Functions :
The Orange County Public Works Department is dedicated to enhancing the safety, mobility, and quality of life for our community by planning, designing, constructing, operating, and maintaining the County's transportation and stormwater infrastructure. The Public Works Geographic Information Systems (GIS) team delivers solutions that support transportation, traffic, stormwater management, and capital improvement projects. The team develops applications, performs spatial analysis, supports field operations and emergency response, and provides data-driven solutions that improve decision-making and service delivery. The Public Works GIS team is part of Orange County's larger centralized GIS team, providing specialized departmental support while leveraging enterprise GIS resources, standards, and expertise across the County.
The GIS Technician is an entry-level technical position primarily responsible for maintaining Geographic Information Systems (GIS) data and metadata based on customer specified requirements. The position also performs GIS quality control processes using predefined processes and GIS application functionality. The position also develops maps, applications, and other visual products for public use, including materials presented at public meetings and other public forums.
Work is performed under the general direction of the GIS Supervisor or the assigned lead.
Representative Duties/Assignments :

• Maintains Geographic Information Systems (GIS) data and metadata.
• Digitizes GIS features and geo-rectifies images, engineering plans, and plats to support GIS maintenance processes
• Reads legal land descriptions and reviews plats and engineering as-built plans
• Follows predefined processes using internal and external data sources to validate GIS data quality.
• Documents, develops and completes data projects as assigned by the unit supervisor.
• Conducts basic land records research.
• Interacts on occasion with other County agencies.
• Performs other related duties as assigned.

Minimum Qualifications :
Associate's degree from an accredited institution in one of the following areas: geographic sciences, information sciences including the information technologies, political science and public policy, administration and business management, mathematical science, engineering technology, land and environmental studies or a closely related field and one year of experience with applications used for GIS data maintenance; or an equivalent combination of education or experience.
Preferences :
Associate's degree from an accredited institution in specified or closely related fields.
Experience with ArcGIS Pro and the ArGIS Online platform, including web maps, hosted feature layers, Experience Builder, Dashboards, Field Maps, and relates ESRI applications.
Experience with GIS data maintenance and mapping production processes.
Experience reading and using legal descriptions and interpreting aerial photographs.
