Position Overview
The Commonwealth of Pennsylvania is seeking a Delivery & Validation Business Analyst to support the PMO with application modernization, technology upgrades, infrastructure initiatives, system migrations, and other complex technology projects.
The BA will be responsible for requirements elicitation and analysis, process analysis, solution validation, requirements traceability, UAT, business readiness, and production transition. The role requires close collaboration with business stakeholders, Project Managers, developers, architects, technical teams, vendors, and other project partners.
Key Responsibilities
  • Elicit, analyze, validate, and document business and functional requirements, workflows, business rules, and acceptance criteria.
  • Develop current-state and future-state process documentation and perform gap, impact, dependency, and business analysis.
  • Evaluate proposed solutions against documented business requirements, processes, constraints, and intended outcomes.
  • Maintain requirements traceability across requirements, solution decisions, validation activities, defects, changes, and stakeholder acceptance.
  • Develop and coordinate User Acceptance Testing (UAT) scenarios, test cases, testers, schedules, execution, results, and defect tracking.
  • Support business and operational readiness for application releases, upgrades, infrastructure changes, migrations, and production cutovers.
  • Support regression testing, functional validation, data validation, and business process validation.
  • Assess stakeholder impacts and prepare user documentation, job aids, training materials, release communications, and adoption materials.
  • Collaborate with business stakeholders, Project Managers, Application Development, architects, technical teams, and vendors.
  • Independently manage priorities, identify risks and gaps, communicate issues, and provide well-reasoned recommendations.
Required Skills
  • Experience performing Business Analysis for application modernization, technology upgrades, infrastructure initiatives, system migrations, or complex technology projects.
  • Strong experience with requirements elicitation, analysis, documentation, validation, and traceability.
  • Experience with current-state/future-state process analysis, workflows, gap analysis, impact analysis, and business rules.
  • Experience with UAT / business validation, including test scenarios, test cases, defect tracking, and stakeholder acceptance.
  • Strong communication, documentation, analytical, organizational, and facilitation skills.
  • Ability to work independently, manage competing priorities, identify risks/gaps, and communicate recommendations effectively.
