JOB CLASS SPECIFICATION INSPECTOR I SUMMARY DESCRIPTION To assist in performing a variety of duties involved in inspecting the workmanship and materials in the construction and/or repair of capital improvement projects, Agency facilities and infrastructure; to learn to ensure compliance with laws and Agency standards; to perform minor office and field work involving construction sketches, calculations and tests; and to perform the more routine duties in the assigned area of responsibility. DISTINGUISHING CHARACTERISTICS This is the entry level class in the Inspector series. Positions in this class typically have little or no directly related work experience.

The Inspector I is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. SUPERVISION RECEIVED AND EXERCISED Receives immediate supervision from the Senior Inspector. EXAMPLES OF DUTIES - The following duties are typical for this classification.

Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Observe, inspect, and document the construction and repair of projects to ensure compliance with approved plans, specifications and Agency, local, state and federal rules and regulations. Prepare and maintain daily inspection reports, claims, photos, progress reports, and other written documentation and project records.

Learn to perform pressure tests on completed systems. Learn to perform routine materials and field tests to assure material/workmanship quality. Review construction drawings, plans and specifications.

Check delivered materials against approved submittals. Check manufactured products to ensure conformance with Agency standards. Coordinate work with other Agency departments, staff, developers, contractors, utilities and regulatory agencies.

Investigate issues and complaints from the public relating to Agency projects. Operate a motor vehicle and other work related equipment. Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service.

Perform related duties as assigned. QUALIFICATIONS KNOWLEDGE OF: Construction methods. Basic principles of algebra, geometry and trigonometry.

Modern office practices and procedures. Basic construction techniques and methods. English usage, grammar, spelling, vocabulary and punctuation.

Principles and practices of work safety applied to construction areas and office spaces. Principles and procedures of record keeping. Modern office equipment including use of word processing, database and spreadsheet applications.

Principles and practices of customer service. ABILITY TO: Read plans, specifications, maps, drawings and work orders. Learn and apply safety protocol.

Perform accurate mathematical calculations. Safely operate a motor vehicle and other work related equipment. Learn basic water treatment and water distribution functions and operations.

Learn to inspect Agency construction projects to determine compliance with approved plans. Operate a computer using word processing, business software and other office equipment, including a digital camera. Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work. WORKING CONDITIONS: Frequently work in an outside environment with exposure to various weather conditions with occasional work carried out in an office setting. Frequently climb, stoop, kneel, crouch, reach, stand and walk.

Frequently push, pull, grasp and carry while walking. Work on various types of terrain and footing which may be slippery. Occasionally climb ladders, stairs and other construction access points.

Frequently lift up to 50 pounds. Exposure to chemicals, fumes, smoke, gases and other environmental substances. Experience and Education-Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

A typical way to obtain the knowledge and abilities would be: Experience: One year of experience in construction or related field. Education: Equivalent to the completion of the twelfth grade. License or Certificate: Possession and maintenance of a valid California driver's license and acceptable driving record.

DISTINGUISHING CHARACTERISTICS This is the journey level class in the Inspector series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Senior Inspector.

EXAMPLES OF DUTIES - The following duties are typical for this classification. Review and recommend approval of progress payments. Review pre-bid plans and specifications and drawings. Check delivered materials against approved submittals.

Prepare estimates on material and labor costs of proposed projects. Check manufactured products to assure conformance with Agency standards. Coordinate work with other Agency departments, staff, developers, contractors, utilities and regulatory agencies.

Tools, materials, methods, principles and practices used in construction, including encroachment, grading, landscaping, traffic control, water quality, ad public safety, as well as private development constructions projects.

Applicable federal, state, and local laws, codes, regulations and departmental policies governing the construction of assigned projects. Technical principles and practices of engineering design, specifications and cost estimate preparation. Materials sampling, testing, and estimating procedures.

Principles and practices of work safety. Basic water treatment and water distribution functions and operations. Basic construction techniques and methods.

English usage, grammar, spelling, vocabulary and punctuation. Principles and practices of work safety applied to construction projects. Principles and procedures of record keeping.

Education: Equivalent to completion of the twelfth grade. License or Certificate: Possession and maintenance of a valid California driver's license and acceptable driving record. Possession of a valid California State Water Resources Control Board Distribution Operators Certificate, Grade 1 certification is desirable.
