Description

Under general supervision by the City Engineer, using comprehensive and broad knowledge of engineering concepts, principles and practices, evaluate complex engineering support functions and provide guidance and leadership to others as needed in a variety of engineering functions including researching, reviewing, analyzing and providing information to other team members. Usually working without established procedures, perform a wide variety of nonstandard complex tasks in engineering principles and practices.
Essential Job Functions
Public Works/Engineering:
Responsible for the technical supervision of city construction projects. This will primarily include capital infrastructure projects, and secondary private development projects. Inspect projects for compliance within standards and specifications of the contract and within the City of Rowlett standards. Assist in the design, development and evaluation of construction, rehabilitation projects by gathering field data, drawing the schematic, determining the elements to be included, preparing the plans and specs, and preparing cost estimates. Incorporate design review comments, cross-check work and calculation of other team members. Assist in the preparation of engineering specifications and plans by determining the appropriate standards and specifications. Assist with processing bids in the review of all bid packages prepared by consultants, attend pre-bid conferences, analyze bid results, prepare detailed results for evaluation. Prepare cost estimates using historical data and working knowledge. Provide technical assistance to develop standards and specifications, engineering calculations and data analysis to design teams, peers and related personnel. Review of construction plans for CIP and development projects. Review permits/applications and plats within the City of Rowlett standards included generally accepted practices by ensuring applicable information is included.
Computer Graphics / Design:
Operate computerized drafting software within the scope of project assignment.
Design skills and abilities in the field of civil engineering. Assist in the design of engineering projects by performing detailed engineering calculations and drawings to meet standards and specifications. Draft for scope and review and approval. Perform CAD drawings of project elements for review. Determine bid items. Calculate quantities and prepare estimate for review. Prepare plans and specifications.
Engineering Standards / Development Code:
Creates, updates, and maintains numerous reference materials, standards, manuals, and brochures, which may also include forms, checklists, plats, board packets, reports, and/or other related information. Assist in the development of technical reports by performing research and gathering applicable and supporting data.
Staff Management:
There will be no direct supervision of personnel associated with this position. However, it is expected that the Graduate Engineer will provide guidance as a team member to Engineering Assistant personnel.
Other Duties as Required:
Stays abreast of City, State, and Federal codes, ordinances, and/or policies to ensure projects are in compliance. Responds to citizen and stakeholder inquiries and concerns. Gathers and analyzes data in order to respond to complaints from citizens, and makes recommendations for solutions based on research findings. Follows safe working practices and has a working knowledge of safety practices and procedures.
Performs administrative/office duties as required, including attending meetings, entering computer data, preparing reports and correspondence. Performs related duties and special projects as required and assigned.
Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others.
Minimum Requirements
Graduation from an Accredited Engineering College or University with a Bachelor of Science in Civil Engineering or related field.
Knowledge of basic engineering principles and practices. Knowledge of engineering terminology and techniques. Knowledge of construction practices and techniques. Knowledge of various phases of the plans review and inspections processes. Knowledge of various computer software programs. Knowledge of preparation of cost estimates. Skill in oral and written technical and/or general communication. Ability to perform more complex engineering computations, calculus, geometry, and trigonometry, rapidly and accurately. Ability to read and comprehend simple specifications, plans, and shop drawings. Ability to interpret and make decisions in conformance within established policies and practices. Ability to communicate and provide direction to peers as assigned. Ability to communicate effectively with the general public.
Skill in the use of automated engineering equipment, such as Auto CAD and GIS.
Other Requirements
Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Must pass Fundamentals of Engineering (FE) exam and obtain Engineer in Training (EIT) certification within 6 months of employment. Must continue to make significant progress towards obtaining Professional Engineer (PE) certification as a condition of employment.
Works primarily in a climate-controlled office environment. Occasional inspection work outdoors in extreme temperatures including heat, cold, temperature swings, and inclement weather; some exposure to dust and odors that are routinely encountered in inspections.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: exposure to dirt, fumes, toxic materials, extreme temperatures, noise, vibrations and high work places; walking, standing or sitting for extended periods of time; stooping, crawling, or crouching for performance of inspections, surveying and monitoring construction projects; pushing, pulling or lifting equipment or supplies used in surveying and inspecting construction.
