Description
Performs a variety of chemical, bacteriological and microbiological analyses and investigations in the field and laboratory on wastewater and gases, industrial wastes and streams and receiving waters; prepares technical reports on findings; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for conducting specialized chemical, bacteriological, and microbiological analyses and investigations on wastewater. The work is subject to administrative controls; however, the technical aspects are generally accepted without review. Incumbents are expected to apply professional knowledge, experience, and judgment in developing, modifying or adapting standards, criteria, methods, tests, or analytical procedures and in interpreting and evaluating analytical results.
Examples of Duties
The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.
Conducts chemical, bacteriological, and microbiological analyses of wastewater and water samples to determine the effectiveness and efficiency of wastewater treatment process; makes field investigations and surveys of industrial wastes discharged into county sewers and pollution of streams and other natural bodies of water, and renders technical decisions relating thereto; plans procedures for and collects representative samples of wastewater or water for analysis; conducts studies and reports on effect of wastewater gases, fluids and additives on sewer structures, equipment, cesspools, operating personnel and receiving waters; makes recommendations on technical operation of wastewater treatment plants, odors, selection of sewage materials and products and other problems; carries out continuing laboratory analyses to correlate findings with observed results of field applications; keeps abreast of new developments in the field and conducts research regarding new methods, procedures, equipment or chemicals developed for analytical use; conducts studies of sanitary landfill operations for possible pollution of ground water sources, for leachate and for methane gas movement and reports findings; participates in the operation and maintenance of a laboratory and equipment therein; recommends equipment purchases and maintains adequate supply levels; prepares written and graphic reports on analyses and field work; may supervise subprofessional assistants as required.
Minimum Qualification Requirements
Training and Experience : A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in chemistry, bacteriology, microbiology or a related field, and three years of progressively responsible work experience in a chemical, bacteriological, or microbiological laboratory.
License Requirement: Possession of a valid Hawaii State driver's license (Type 3).
Knowledge of: the principles and practices of chemistry, bacteriology and microbiology, especially as they relate to sewage and water liquid waste analysis; the methods, techniques and equipment used in laboratory analysis; environmental sanitation; community health problems; operation and care of laboratory equipment.
Ability to: gather, organize, analyze and interpret field and laboratory data; make field inspections and investigations in unpleasant surroundings; prepare graphic and technical reports and recommendations; apply Federal, State and County laws and standards governing sanitation and health problems .

Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
