Job description

Duties Description The position will be located in the Region 8 - Avon office, in the Division of Materials Management. Specific duties will include:
1. Conducting routine compliance inspections, as well as inspections in response to complaints at solid waste management facilities (SWMFs) and RCRA generator and treatment storage and disposal facilities (TSDFs), including waste oil facilities. Performing or assisting with inspections related to E-Waste facilities, Rechargeable Batteries, Returnable Container Act, Film Plastics Recycling, Bag Waste Reduction Law, Polystyrene Foam Ban, etc.
2. Performing technical reviews of permit or registration applications for certain SWMFs regulated under 6 NYCRR Parts 360, 361 and 362. Preparing appropriate special permit conditions and coordinating with Division of Permits and Legal staff as needed. Assisting with the review of RCRA Part 373 permits and closure plans as requested by supervisor or RCRA program lead. Performing technical review of Contained-In determinations and Beneficial Use Determination applications.
3. Coordinating investigation requests with Law Enforcement for suspected violations and obtaining their assistance where appropriate for enforcement efforts. Preparing referrals to Legal staff for significant violations that cannot otherwise be resolved.
4. Providing technical assistance to the public, to the regulated community and to agency staff concerning regulatory requirements under Part 360 and 370 Series and Department policy regarding solid and hazardous waste issues.
5. Attending available training seminars and conferences related to solid waste management and RCRA facility design, operation, and regulatory authority contained in 6NYCRR Part 360 and Part 370 Series.
6. Performing other general program-related activities such as FOIL requests, assisting with statewide initiatives, and assistance to other DMM and RCRA staff when requested.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required.

To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time experience in sanitary, public health or environmental engineering.
Additional Comments The starting salary for this position is $98,298. This amount is comprised of the base salary of $ 91,298 with an additional geographic pay differential of $7,000 specific to this title and location.
The job rate for this position is $122,252. This amount is comprised of the base salary of $ 115,252 with an additional geographic pay differential of $7,000 specific to this title and location.
Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Must be available to respond to after-hours emergencies.
Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
